JOB DESCRIPTION Job Title: Mini Digi Hubs Project Officer Directorate: Place and Prosperity Department: Prosperity Location: Signal Centre and Comber Community Centre Reports to: Creative and Digital Development Officer Salary Scale: SO2 Car user status: Casual PURPOSE AND FUNCTION OF THE POST The project officer will work exclusively on the PEACEPLUS funded project Mini Digi Hubs.
This will involve representing Ards and North Down as one of six cross border partners on the East Border Region (EBR).
PRINCIPAL DUTIES AND RESPONSIBILITIES 1.
To represent Ards and North Down on the cross-border partnership the East Border Region for the project Mini Digi Hubs, and update/report to the Creative and Digital Development Officer.
2.
Assist the Creative and Digital Development Officer in the delivery of the refurbishment of Comber Community Centre into a mini Io T (Internet of Things) themed Digi-Hub to be part of an East Border Region Digital Hub Infrastructure for the purposes of enhancing social service delivery and economic development.
3.
Assist the Creative and Digital Development Officer in the procurement and management of contracts pertaining to the animation of the Comber Community Centre.
Financial 4.
Assist in the compilation of accurate records of budget management in line with required outcomes, outputs and deliverables in accordance with Councils and SEUPB financial processes and monitor expenditure against budget.

Assist in the preparation of payments to procured suppliers for the purposes of project delivery.
Contract Management/Procurement 6.
Assist in the procurement and management of all delivery agents in line with both Council and EU procurement guidelines.
7.
Assist in the marketing of the facility to drive the project in line with Council priorities including managing all delivery agent contracts responsible for achieving the project objective.
Digital Transformation (Internet of Things) 8.
Keep abreast of current trends and understanding of the digital transformation discipline Internet of Things (Io T) and drive the project forward maximising the Comber Community Centres potential as an Io T exemplar.
General Duties 9.
Ensure the project is delivered against project milestones in terms of both budget and deliverables.
10.
Assist in the preparation of draft briefing papers, project documentation, Council Reports and deliver presentations as required.
To promote best practice in project management across the Council and contribute to the development and promotion of a consistent and effective project management approach across the organisation.
To comply with and promote equality, health and safety in accordance with Council policies and legal requirements.
Any other duties as may be reasonably required consistent with the nature and level of the post.
PERSONNEL SPECIFICATION This personnel specification outlines the qualifications, experience, knowledge, and skills required for the post.

Qualifications Essential: HND or Foundation Degree or equivalent.
Desirable: Degree or equivalent in a relevant subject area.
Experience Essential: Minimum of 2 years relevant experience in the following areas: Project delivery from inception through to delivery and operation, including management of capital and revenue budgets.
Procurement and management of private sector contracts for business development purposes.
Desirable: 5 years relevant experience.
Key Skills & Abilities Essential: Ability to manage external consultant teams effectively.
Ability to prioritise and manage conflicting work demands.
Financial management skills.
Competency in Microsoft Office applications (Word, Excel, Power Point, Outlook).
Excellent communication and interpersonal skills, with the ability to work as part of a team.
Desirable: Knowledge and experience of Power BI or similar tools.
Knowledge and understanding of digital transformation, including the Internet of Things (Io T).
Other Requirements Essential: Willingness to work flexible hours, including attendance at evening meetings as required.
Willingness to travel to meetings outside the Borough.
A current full driving licence and access to a suitable form of transport.* Applicants without a full driving licence should have access to transport to meet the requirements of the post.
