ComReg is the statutory body responsible for regulating fixed and mobile communications, postal and premium rate services in Ireland since 1997.

Our mandate is to create a competitive marketplace, to protect and inform consumers, and to encourage innovation.

This is an exciting time of growth for ComReg as we are shortly to be given new responsibilities from Government covering digital matters arising from EU legislation that includes: the 2022 Network and Information Systems Directive (NIS2), the Critical Entities Resilience (CER) Directive - addressing cybersecurity and network resilience - plus the EU Data Act Regulation, and the European Accessibility Act (EAA).

While the role of regulation is evolving, our fundamental mission remains the same. ComReg aims to facilitate the development of a competitive electronic communications sector in Ireland attracting investment, encouraging innovation and empowering consumers to choose and use communications services with confidence.

The Network Security Unit

Within ComReg, the Network Security Unit is a specialised unit focussed on secure electronic communications networks and services.

The Network Security Units responsibilities include:

Assessment of the security of electronic communications networks ("ECN") and electronic communications services ("ECS");

Compliance activities to ensure providers of electronic communications networks and services meet legislative obligations with regard to security measures;

Monitoring the implementation of security measures by providers of electronic communications networks and services;

Taking enforcement action where required;

Liaising with State and International agencies, as appropriate, on matters related to network security;

Strategic planning for network security obligations, including the dissemination of recommended strategy within ComReg to address security legislation;

The team also works across ComReg organisationally, supporting regulatory activities (both policy and compliance) by:

o Providing technical expertise on network security topics on both fixed, mobile and number independent communications networks;

o Providing management and delivery of various key network security projects and programmes;

o Working with industry, research bodies and other state and European based public bodies to evaluate the impact of security threats in the telecommunications eco-system and the regulatory challenges these security threats may present.

Role and Responsibilities

The Network Security Analyst will be responsible for the following:

Develop an understanding of the relevant security legislative framework under which ComReg operates, in particular how it practically applies to the electronic communications networks and services;

Supporting Network Security Specialists and Advisors as part of the development of regulatory frameworks, consultations and processes to support supervision of electronic communications networks and services;

Reviewing and validating data received from regulated entities and other external organisations;

Providing data analytic insights, involving the use of quantitative analysis techniques;

Supporting Network Security Specialists and Advisors as part of a project team in the delivery of projects within the unit;

Monitoring and collating trends and developments in respect of network security and electronic communications networks and services;

Collaborating internally across ComReg on matters relating to network security;

Support to internal stakeholders on relevant matters relating to network security.

Qualifications & Experience

An Honours degree, third level qualification or relevant experience, in science, technology, engineering, computer science or another equivalent area/s;

Demonstrable experience of at least one to two years working in a network security or telecommunications environment;

Ability to organise and analyse multiple sources of information, drawing accurate conclusions based on the information presented;

Experience in contributing to the delivery of projects;

Experience working with key stakeholders to assist the delivery of projects;

Good communication skills with the ability to understand and express views within a multi-disciplinary environment.

Experience in a network security environment;

Experience and knowledge of electronic communications networks, electronic communications services and connected devices;

Drafting Uses a logical structure to draft documents. Communicates complex and technical information clearly and concisely. Ensures key messages are understood and have the desired impact on the target audience.

Our Package

We are offering an attractive package:

Salary € 44,875.23 - €66,478.70* (entry will be at the minimum point and the rate of remuneration may be adjusted from time to time in line with Government pay policy.)

Dublin city centre location - IFSC

Blended working environment - 2 days in the office (flexibility for more days may be required depending on business needs)

28 days Annual Leave per year increases with service
