About the Role
The Contract/Cost Manager will oversee the pre and post contract requirements of the Infrastructure Department's Portfolio. This includes ensuring compliance with framework agreements and Work Orders (call-off contracts). The role holder will work closely with the Procurement and Legal team to support Programme Directors on engaging Contractors and/or Consultants.
Post contract, the Contract Manager will be involved in managing and administering Work Orders from award to completion. They will take ownership of works and final assessments, review subcontractors, and accept subcontract documents. The Contract Manager will also monitor Contractor performance based on Key Performance Indicators and contribute to dispute resolution as needed.
Key Responsibilities:
* Understand and align with Contracting Entity's Contract Management standards, ensuring compliance with selected Terms & Conditions and contractual terms.
* Manage commercial relationships with Contractors and/or Consultants to improve delivery and services.
* Review draft contracts to ensure they are fit for purpose and tailored to the project.
* Lead contractual negotiations and provide guidance to Project Manager, Services Manager, and Programme Director as needed.
* Undertake delay damages calculations if required.
* Establish category/programme contract management strategies and review individual contract management strategies.
* Set targets for KPIs in Incentive Schedules within NEC contracts and review contractor performance.
Requirements:
• 15+ years experience in contract/cost management and administration with at least 7 years of NEC experience
• Knowledge of monitoring Contractors and/or Consultants' performance
• Significant experience in claims management
• Experience in establishing performance management frameworks for Contractors and/or Consultants
• Knowledge of Key Performance Indicators for Contractors and/or Consultants organisations, and experience in building a Key Performance Indicators library
• Experience in administrating contracts, particularly the NEC suite of contracts
• Ability to lead a team, extensive analytical skills, and understanding of CEMAR and Unifier.
