Roles and Responsibilities:
Curriculum Design & Development
· Drive CET curriculum development from learning needs analysis, workplace learning solutions, curriculum design and technology-enabled learning delivery.
· Manage and conduct research on skills mapping and design an effective blended curriculum suitable for adult learners to address skills gap and training needs.
· Lead team to develop and implement framework for measuring learning outcomes of training and workplace learning solutions to meet enterprise’s needs Industry.
Trends & Skills Gaps
· Provide insights and offering recommendations on organisational and sector-wide transformation of Training and Development in Singapore.
· Interpret key trends and external drivers in the CET landscape to develop applied learning solutions for sectoral and enterprise requirements.
· Analyse market demand, job-skills Reports to ascertain skills gaps and learning needs for various sectors, enterprises, and adult learners.
Project Development & Management
· Develop and manage quality assurance processes to ensure the functionality and effectiveness of Learning Management System (LMS) to meet organisational needs.
· Conceptualise and oversee the Capability Building projects on workplace learning solutions, submission for funding approval, project kick-off and post-project survey.
· Define project scope, goals, and deliverables for enterprises to put in place progressive workplace learning practices to enhance workforce performance and capabilities.
Programme & Data Management
· Conduct regular reviews to ensure curriculum design is relevant and effective for all courses and programmes to enhance adult learners and enterprises learning and performance.
· Ensure the accuracy and secure management of data in the LMS are adhering to privacy and compliance standards of Data Protection Trust Mark.
· Establish and maintain quality assurance processes to ensure high-quality training programme delivery, adult educators management, evaluate learning effectiveness and drive improvements.
Cross-functional and Team Leadership
· Lead and collaborate across functional teams to ensure seamless learning experience from conceptualisation, learning solutions proposal, curriculum design and delivery.
· Establish and maintain strong professional relationships with internal and external stakeholders for programmes innovation and learning solutions.
· Ensure business decisions align with the company's direction and its strategic imperatives. Always represent the company professionally and ethically as a role model for the team.
Requirements:
· A good team player and results oriented.
· Bachelor's degree in Learning & Human Development, Professional qualifications in DACE, DDDLP etc.
· Competent in learning & development, e.g. curriculum and learning solution design, workplace learning, technology-enabled learning delivery etc.
· Strong leadership skills, resourceful, proactive, enterprising, persuasive and meeting deadlines.
· Good project management skills and experience leading organisational transitions to ensure successful adoption of best practices.
· Strong interpersonal skills and excellent communication, presentation, and negotiation skills with both internal and external stakeholders to build rapport and trust.
· Preferably more than 8 years of experience in educational institutions and Continuing Education and Training (CET) sector.
· Ability to prioritise tasks, manage time effectively, and work independently with minimal supervision.
· Highly motivated and able to lead teams to achieve organizational and business goals.
