Description
* Responsibility for the HR administrative function for all Administration/Management staff.
* Responsible for the recruitment and selection process from initial job analysis, relevant applications to supporting bodies, through to the issuing of contracts.
* Arrange all computer logins, Softworks and MNCMS training and other requirements as required for new employees.
* Work closely with stakeholders: HR Manager, Deputy HR Manager, Head of Departments, Management, training, bodies and other external agencies in evaluating vacancies and updating processes to reflect the current and future needs of the hospital.
* Oversee and participate in the shortlisting and interview stages of the recruitment process to ensure hospital procedures and legislations are adhered to.
* Manage all external and internal advertisements for Administration/Management posts.
* Be accountable for ensuring all pre and post interview recruitment procedures are adhered to.
* Issue instruction to the Salaries and Wages Department in accordance with deadlines and ensure pay and benefits to all within your portfolio are in line with the provision of the relevant contract and are in accordance with Public Service Pay Policy.
* Be accountable for the preparation of Job Descriptions and Person Specifications with Heads of Department.
* Manage work permit process to ensure employee permits are up to date and in full compliance with the Work Permits Acts.
* Attend relevant meetings, including Manager Meetings, as required.
* Be accountable for accurate tecording and maintaining Administration/Management funding applications / agreements as required.
* Provide advice and support on employment legislation, HR best practice and health service directives/agreements to managers and staff.
* Support all mandatory training requirements.
* Assist and support Heads of Department in preparing business cases for submission to the Executive Management Team.
* Liaise with the HR Manager and administer the full recruitment process from funding, advertisements, interviews, issuing of all contracts in line with consolidated pay scales and terms and conditions of employment, etc.
* Liaise with training schemes re assessments or audits.
* Be accountable for ensuring accuracy of data as required to meet both internal and external reporting requirements. Such as management of the HSE Census, Sick Leave, Starter and Leaver reporting etc.
* Manage all leave and back end annual leave / sick leave systems collation and recording requirements for this portfolio of staff.
* Advise on, and be informed in, all matters relating to hospital and HSE policies and procedures, e.g. sick pay, maternity leave, parental leave, etc.
* Assist in the development and updating of organisational and departmental policies and procedures and SOPs.
* Respond to information requests from external bodies when requested to.
* Support and participate in the operational implementation of new service initiatives and department projects.
* Ensure that the quality of work produced is to an excellent standard.
* Participate in cross functional training with other HR staff with a view to providing cover when requested.
* Participate in the streamlining of the HR function and assurance of HR policies.
