Background of Role The post holder will contribute to the NTAs strategic planning function, the preparation, implementation and monitoring of transport strategies, plans, policies and programmes, and the development of analysis and research. The role requires the ability to lead defined workstreams, coordinate multi-disciplinary inputs and provide authoritative technical advice in a complex statutory environment. Duties and Responsibilities The duties of the office are to provide the NTA with land-use and transport planning services of an advisory, analytical and executive nature as required in the exercise of its functions. The principal duties and responsibilities of the role may include some or all of the following: Manage the preparation, review and implementation of transport strategies, metropolitan and local transport plans, and area-based plans, ensuring consistency with national, regional and local land-use policy; Manage the development of land-use and transport analysis to support evidence-based decision-making, including the use of GIS applications, spatial data, census data and transport datasets; Prepare and coordinate NTA submissions on statutory land-use plans, planning schemes, strategic frameworks and planning applications, in accordance with the NTAs objectives and statutory remit; Lead or make a significant contribution to defined strategic planning projects and work programmes, including research, policy drafting and the development of planning guidance; Support environmental and equality assessment processes (SEA, AA, EIA and EqIA) for plans and programmes, liaising with specialist advisors as required; Manage the development, implementation and reporting of monitoring frameworks for strategies, plans and investment programmes; Liaise with Government Departments, Regional Assemblies, local authorities and other statutory bodies on matters relating to strategic planning; Provide internal advice to project teams in relation to major transport infrastructure and service projects, ensuring alignment with approved strategies and statutory requirements; Provide technical mentoring and guidance to colleagues and actively contribute to multidisciplinary teamwork. Manage procurement and consultant management; Budget monitoring and reporting for assigned projects or workstreams; and Carry out such other duties as may be assigned from time to time, consistent with the role. Note: The functions and responsibilities initially assigned to the position are based on the current organisational requirements and may be changed from time to time. The person appointed requires the flexibility to fulfil other roles and responsibilities at a similar level within the Authority. Each candidate must meet the following requirements at the time of the competition closing: a) Hold a minimum NFQ Level 7 qualification in Town/Spatial Planning, Transport Planning, Geography, Urban Policy, Environmental Planning or a closely related discipline; b) Have a minimum of seven years professional experience in transport and/or land-use planning or a related field; c) Demonstrated experience in the management and delivery of transport or land-use strategies, plans, programmes or major policy initiatives; d) Demonstrated experience of strong analytical capability, and experience in applying evidence to inform planning or investment decisions; familiarity with GIS or spatial analysis tools is desirable; e) Demonstrate extensive stakeholder management and communication (written/oral) skills across central/local government and agencies; f) Demonstrate the ability to manage competing priorities, deliver high-quality outputs to deadlines and work effectively within multidisciplinary teams; g) Demonstrate a good knowledge of the Irish planning system, statutory planning processes and legislation (Environment, Planning and Development legislation), and good awareness of SEA/EIA/Habitats requirements and equality legislation; h) Possess strong written and verbal communication skills; i) Experience leading or coordinating discrete projects or defined workstreams, including engagement with multiple internal and external stakeholders; and j) A proven track record in producing high-quality analytical reports, policy documentation and technical submissions. Desirable Criteria Please note: Should further shortlisting be required after essential criteria above, a selection of the following may be assessed. The ideal candidate will also have: k) An NFQ Level 9 qualification in Town/Spatial Planning, Transport Planning, Geography, Urban Policy, Environmental Planning or a closely related field; l) Professional membership/chartership (e.g., IPI/MRTPI/ICE/CIHT or equivalent); m) Experience overseeing SEA/AA/EIA/EqIA for plans/programmes and major infrastructure projects; n) Experience with transport planning tools (e.g., PTAL, connectivity analysis, dashboards, ATOS updates); and o) Experience operating in an Irish public-sector context. Remuneration Salary Grade: Engineer Grade I Salary Scale: €86,644, €89,366, €92,094, €94,813, €97,533, €100,768, €104,449 (LSI 1), €108,135 (LSI 2) Personal Pension Contribution (PPC) rate. This salary is payable to an individual who is required to make a personal pension contribution (PPC) to their main pension (in general those persons whose initial appointment to the Public Service is on or after 6th April 1995). €82,368, €84,896, €87,487, €90,077, €92,655, €95,728, €99,228 (LSI 1), €102,731 (LSI 2) Non Personal Pension Contribution (non-PPC) rate. This salary is payable to an individual who is not required to make a personal pension contribution (PPC) to their main pension scheme. Annual Leave: 30 days per annum. This leave is on the basis of a five day week and is exclusive of the usual public holidays.
