IT Operations is responsible for all operational run activities across Applications, Operational Technology, Service Management and Infrastructure. The Applications teams are responsible for implementing, upgrading and supporting all Uisce Éireann applications (CC&B, Maximo, Click, Syclo, Middleware, Oracle Financials, GIS, HR specific, SharePoint and Service Now etc.). including those built on the Dynamics 365 platform such as CDS, EIMS and SIMS. The Applications teams also havea pivotal role to play in the implementation of new applications for the organisation, working with the IT Build & Delivery area.Reporting to the GIS Applications Lead, the prime responsibilities of the GIS Applications Functional Analyst are the support and enhancements of the GIS applications in use in Uisce Éireann.Main Duties and Responsibilities:Be part of a team which ensures the availability and smooth running of GIS applications and related services across Irish Water and the relevant business partners, including the resolution of issues and relevant escalationPerforming design, development, modification and maintenance of the GIS systems, working with the Applications Build & Delivery team as appropriateTesting of new and updated GIS functionality as well as systems integration testing in conjunction with other application analystsSupporting the Applications Build & Delivery team with GIS projects through all phases from initiation to completionResponsible for managing the GIS incident queue on Service Now including incident reporting and AnalysisPart of the Irish Water GIS Resolver GroupMaintenance of GIS Environments; Development, Testing, Acceptance, ProductionConfiguration and Administration of GIS GroupsDefining, promoting and enforcing strong governance including applications, security and company standardsParticipating in IT project teams as necessary and engagement with the Project Management OfficeLiaising with relevant business areas such as Customer Operations and the Call Centre, Asset Management, and Asset OperationsLiaising with external resource/service providers, e.g. Ordnance Survey, GeodirectoryDeveloping an understanding of business processes and work closely with the various business areas to develop and implement solutions that meet their business requirementsAdherence to IT development procedures and standardsKeeping abreast of enhancements to the GIS & IT industryProvide out-of-hours cover as part of the Standby Rota as requiredOther duties as required from time to time.General Duties and Responsibilities:Collaboration with key internal stakeholders across the UÉ businessResponsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standardsSupport the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectivesConducts duties and responsibilities in accordance with Uisce Éireann's Information Security policies, standards, processes and controls to protect the confidentiality, integrity and availability of UÉ business information and delivery of critical services, in accordance with the NIS Directive and any other relevant cybersecurity regulationOther duties as required.Knowledge, Skills and Experience:A postgraduate qualification in GIS and/or at least three years' experience in a similar roleStrong ESRI ArcGIS experience required and knowledge of other related systems would be advantageousKnowledge of spatial datasets (e.g. OSI, GeoDirectory, Aerial Photography, Imagery) an advantageGood knowledge of Utilities industry (specifically Water)Complete understanding of GIS principles and conceptsProven ability to create and develop good working relationships to facilitate the accomplishment of work goals, coupled with the ability to gain commitment from othersHave excellent analytical skills and be able to identify and analyse problems and potential improvements, and propose and implement solutionsProactively identifying new areas of learning and using such knowledge and skill on the jobAbility to set own high standards of performance and delivering desired resultsStrong understanding of IT conceptsProject Management skills an advantageITIL certification desirableProven ability to create and develop good working relationships to facilitate the accomplishment of work goals, coupled with the ability to gain commitment from othersExperience with identifying improvement opportunities, generating ideas and implementing solutionsHave excellent analytical skills and be able to identify and analyse problems and potential improvements, and propose and implement solutionsAbility to set up ongoing procedures to collect and review information as neededIdentifying new areas of learning and using newly gained knowledge and skill on the jobAbility to set own high standards of performance and delivering desired results.
