The successful candidate will report into the Sales Director and lead Nostra’s end-to-end response to Irish public sector tenders, from identification and qualification through to submission and award. The Bid Manager will also establish and scale a repeatable bid function to support a growing public sector pipeline.
Nostra has offices in Dublin (HQ), Galway, Cork and Belfast. This hybrid role will be based out of our Dublin (HQ) or Belfast office.
Responsibilities
Monitor eTenders.gov.ie and relevant EU/OJEU portals daily; flag and qualify opportunities aligned to Nostra’s services.
Own the full bid lifecycle: bid/no-bid decision, response planning, content drafting, internal SME coordination, commercial pricing input, compliance review, and submission.
Build and maintain a content library (boilerplate, case studies, accreditations, CVs, policies) so future bids are faster and higher quality.
Manage Nostra’s positioning on OGP frameworks — track upcoming framework refreshes (ICT Professional Services, Managed Services, Hardware/Software, etc.) and lead our applications.
Liaise with delivery, technical, commercial, and finance leads to extract the right input on each response.
Post-submission: manage clarifications, presentations, BAFO stages, and feedback debriefs (won or lost) to improve win rate over time.
Report on pipeline, win rate, and bid ROI to the leadership team.
Requirements
4+ years' hands‑on bid/proposal management experience in Ireland, with a clear track record of submitting and winning Irish public sector tenders.
Demonstrable working knowledge of eTenders.gov.ie and OGP framework processes — not just awareness, but recent practical experience.
Strong written English: able to translate technical input into clear, scoring‑criteria‑led responses.
Commercially literate — understands pricing schedules, weightings, and how to write to the marking scheme.
Organised under pressure, comfortable running multiple bids to hard deadlines.
Nice to Have
Background in IT services, MSP, cybersecurity, or cloud/infrastructure.
APMP certification (Foundation or higher).
Experience with UK public sector (Crown Commercial, NI procurement) as we grow cross‑border.
Existing network within Irish public sector procurement.
