OverviewPost Title: Grade V - Relationship Manager
Post Status: Permanent Contract

Reports to: Head of Relationship Manager
Salary: Appointment will be made on Grade V Officer salary
€51,206 to €61,253 LSI Hours of work: Full Time 35 Hours per week

Position Summary:Providing customer focused comprehensive and pragmatic HR advice and support to managers and employees in line within Hospital policies, procedures and legal requirements.
To support the delivery of the HR Strategic Plan, in order to meet Directorate and organisational HR objectives.
To ensure the effective administration and recording of all leave types and schemes.
ResponsibilitiesTo provide a dedicated HR advisory service to an identified service area, in relation to employment legislation, circulars, contractual matters, performance management, staff related concerns and absence and health related issues.
To support the Head of Relationship Managers in the provision of day to day Human Resources service to line managers and to keep the Head of Relationship Manager updated on any issue that may arise.
To develop and maintain collaborative and productive relationships with service areas, colleagues and staff, establishing professional credibility
To oversee and authorise the timely preparation and issue of appropriate contractual documentation in relation to secondment appointments, terminations, recommendations and variations of employment including accurate and timely notification to the Finance Department regarding pay changes.
To lead on the management of casework, relating to sickness absence.
This includes making recommendations, giving advice and support to managers, liaising with Occupational Health, case review meetings and where appropriate referral to Employee Relations.
To provide relevant support to a Business Partner model of HR Service delivery that meets Directorate and organisational HR objectives as may be assigned by the Head of Relationship Managers or designate.
To prepare regular and ad hoc management informational reports, as agreed, with service areas, to support continuous improvement in the management and monitoring of sickness absence and performance management (e.g.
probation/incremental review)
Responsible for ensuring the up to date, accurate recording and scanning of employee data and HR documentation on computerised HR information systems is maintained and dissemination of information is in compliance with GDPR obligations
To assist with the development, and maintenance of employment policies including the updating of policies in line with circulars, standard operating procedures and management guidance notes.
Responsible for ensuring that these are clearly documented and available to staff.
To liaise with CERS in relation to interpretation and application of circulars.
Provide HR advisory input into service area projects, change management programmes and working groups as required.
To liaise with FOI in relation to data requests and to save a copy of the data given on the Relationship Manager shared drive.
General Duties: To keep up to date with developments in employment legislation and human resources best practice, to participate and initiate knowledge sharing within the team ensuring continuous development and improvement in the service offered.
Identify and communicate these implications to Line Managers as appropriate.
To provide cover across Relationship Manager area or as requested.
To represent the HR Department on internal committees, Corporate Induction, interview panels investigation teams
and working groups when required.
To maintain personal and professional development to meet the changing demands of the job and participate in appropriate training activities.
To undertake such other duties, training and/or hours of work as may be reasonably required and which are consistent with the general level of responsibility of this job.

Qualifications Mandatory 1.
Professional Qualifications, Experience, etc (a) Eligible applicants will be those who on the closing date for the competition:(i) Have satisfactory experience as a Clerical Officer in the HSE, TUSLA, other statutoryhealth agencies, or a body which provides services on behalf of the HSE under Section38 of the Health Act 2004.
Or
(ii) Have obtained a pass (Grade D) in at least five subjects from the approved list of subjectsin the Department of Education Leaving Certificate Examination, includingMathematics and English or Irish1.
Candidates should have obtained at least Grade Con higher level papers in three subjects in that examination.
Or
(iii) Have completed a relevant examination at a comparable standard in any equivalentexamination in another jurisdiction.
Or
(iv) Hold a comparable and relevant third level qualification of at least level 6 on theNational Qualifications Framework maintained by Qualifications and Quality Ireland,(QQI).Note1:
Candidates must achieve a pass in Ordinary or Higher level papers.
A pass in afoundation level paper is not acceptable.
Candidates must have achieved these grades on the Leaving Certificate Establishedprogramme or the Leaving Certificate Vocational programme.
The Leaving Certification Applied Programme does not fulfil the eligibility criteria.

(b) Candidates must possess the requisite knowledge and ability, including a high standard ofsuitability, for the proper discharge of the office.
2.
Age Age restriction shall only apply to a candidate where s/he is not classified as a new entrant (withinthe meaning of the Public Service Superannuation (Miscellaneous Provisions) Act, 2004).
Acandidate who is not classified as a new entrant must be under 65 years of age on the first day ofthe month in which the latest date for receiving completed application forms for the office occurs.

Health Candidates for and any person holding the office must be fully competent and capable ofundertaking the duties attached to the office and be in a state of health such as would indicate areasonable prospect of ability to render regular and efficient service.
4.
Character Candidates for and any person holding the office must be of good character.
