Job Summary
The Infrastructure Division plays a key role within the Department by having lead responsibility for the development and coordination of the Department's input into infrastructure delivery and for managing capital investment policies. The Division also advises the Minister and the Government on the public expenditure, economic and distributional implications of climate action commitments. In addition, the Division has responsibility for the management of a number of key Votes.
Main Duties of the job
The person appointed to this Deputy Secretary post will have lead responsibility for advising the Minister and the Government in relation to key infrastructure objectives and driving the delivery of reform of public services in relevant areas of responsibility. The successful candidate will be responsible for developing and delivering on relevant aspects of public expenditure policy using the Department's research and evaluation capacity through the Irish Government Economic and Evaluation Service to provide policy advice that is evidence based and supports value for money.
The Successful Candidate Will Have
* A proven track record of achievement and reform in their careers to date at a similar level;
* Senior level experience engaging effectively with a variety of stakeholders and managing strategic relationships across multiple organisations;
* A deep understanding of public financial procedures, including fiscal rules, and the expenditure dimension of the public finances in context of overall budgetary and economic strategy;
* Strong policy analysis experience and capacity to assess how public expenditure policy can assist with the Government's goals;
* A comprehensive understanding of governance of public monies across Government Departments, or the ability to quickly acquire an understanding.
