* Work Location: The successful candidate will be based in TII Offices on Parkgate Street, Dublin 8, or such other place as determined by TII. Blended working arrangements are in place.
Job Description
The Benefits Manager is responsible for providing strategic direction, leadership, and guidance to ensure benefits identified within the MetroLink Business Case and beyond are captured and delivered. This includes developing and utilizing an integrated approach to setup, governance, measurement, and validation across MetroLink and supporting services.
The role holder will manage compliance with MetroLink governance, policies, and procedures, supporting benefits identification, development, and management. They will develop benefits outputs and artifacts supporting the MetroLink business case.
Principal Accountabilities
1. Act as the day-to-day point of contact for technical benefits support across Technical, Benefits, and Operations supporting an efficient, cohesive team.
2. Manage the development of the Benefits Measurement and Validation Plan (BMVP) through existing documents and artifacts.
3. Review and refine the final Benefits Realisation Plan (BRP), ensuring synergy with the BMVP for each benefit statement to be measured in the future.
4. Support the Benefits Lead in owning and developing the benefits management function, including interfaces with other directorates.
5. Support the Benefits Lead in advocating benefits management across MetroLink.
6. Coordinate the effective running of the Benefits Working Group (BWG), driving its activities and assuming the role of Chair.
7. Develop and contribute to the Benefits Realisation Framework and Dashboard.
8. Manage stakeholder relationships and awareness to ensure continued buy-in and contribution from proposed benefit owners.
9. Define structures, processes, and approaches for an implementation plan that integrates benefits management into sustainable operational activity and ownership.
10. During the build-up and delivery stages of the programme, manage and monitor progress against benefit metrics, using the Benefits Dashboard as appropriate.
11. Ensure high quality and integrity of all benefits-related outputs.
12. Lead planning and management of team resourcing, benefits pipeline, and maintain a positive culture.
13. Facilitate regular touchpoints with the benefits management team.
14. Manage Benefit Modeller and Benefits Support.
15. Escalate key risks and opportunities.
16. Support training and development of outcome-focused benefits teams and the wider MetroLink team.
17. Upskill teams to take on operational benefit development roles and responsibilities.
18. Act as a role model for the MetroLink vision and values, behaving in ways aligned with the MetroLink Ways of Working. Encourage and support others to do so too.
19. Promote an equitable, inclusive, and collaborative workplace.
20. Perform additional tasks or duties as required or assigned as part of the role throughout the project.
All divisions within TII have inter-dependent responsibilities; close cooperation, collaboration, and teamwork are required across the organization to meet tight deadlines.
Essential Requirements
* Character: Each candidate must be of good character.
* Health: Candidates must be fully competent and capable of undertaking duties, in good health to render regular and efficient service.
Experience, Skills, and Qualifications
* Experience: Minimum of 7 years in benefits ideation, development, and implementation; proven track record in project delivery within transport or infrastructure sectors.
* Skills: Ability to understand complex problems, analyze workflows, identify change opportunities, strong analytical skills, stakeholder engagement, proficiency in MS Office and Excel, proactive approach, integrity, excellent communication, risk management, collaboration, problem-solving, quality assurance, adaptability, interpersonal skills, and ability to govern and drive outcomes.
* Formal Education: Degree or third-level professional qualification (NFQ Level 8 or equivalent) in Engineering, Business, Economics, Management, or related field.
* Practicing/Training/Compliance Certification: Membership of a related professional organization is desirable.
