The purpose of the job is to act as part of the management team. The role of the Housing Manager is to lead and manage a staff team in the provision of the Housing Management and Maintenance service in your area of responsibility.
What You Will Do
1. Manage the performance of staff by upholding best practice in human resources and performance management, and by complying with legal requirements in relation to employment, recruitment, supervision, health and safety, welfare, training, and development.
2. Achieve strategic goals through ownership and leadership of the team, including ongoing exploration of opportunities to add value to job accomplishments.
3. Ensure high levels of efficiency of staff through ongoing training, instruction, supervision, and leadership. Maintain staff performance, morale, and motivation.
4. Plan weekly/daily staff schedules and assignments.
5. Coordinate maintenance schedules and assignments.
6. Monitor performance, including KPIs, and administer action plans consistently and promptly, in line with organisational policy.
7. Provide support to staff to encourage teamwork with services staff and lead by example in creating a harmonious environment.
8. Ensure all administrative processes involving staff are handled timely (performance reviews, payroll, timesheets, etc.).
9. Contribute and participate in management meetings and forums to support strategic development.
10. Develop and manage annual budgets, forecast requirements, analyze variances, and maintain accurate records.
11. Manage vendor/contractor communications, handle invoices, petty cash, and funds.
12. Prepare and implement procedures for efficient workflow and ensure property and paperwork are accurately maintained and inputted into the Housing Management System.
13. Lead emergency response for properties, ensuring proper handling of emergencies within policy.
14. Ensure policies and procedures for housing management and maintenance are implemented, reviewed, and fit for purpose.
15. Investigate and respond to complaints, manage breaches of obligations, and oversee rent setting and collection to minimize arrears.
16. Maintain property appearance, ensure repairs are completed timely, and manage cyclical and planned maintenance.
17. Ensure regular property inspections and proper recording of repair requests.
18. Coordinate health and safety compliance, lead safety initiatives, and participate in safety committees and training.
19. Work within the framework of overall objectives, promote Focus Ireland, and adhere to policies including confidentiality and electronic communications.
20. Collaborate with the Head of Housing and Property & Housing Director on duties and participate in training and team activities.
21. Be vigilant about health, safety, and welfare risks and report concerns.
What You Will Need
1. Third-level qualification in Housing Management, Maintenance, Property, or relevant area.
2. Practical experience and understanding of social housing and Focus Ireland’s role.
3. Proven leadership, initiative, and people management skills.
4. 2-4 years relevant management experience.
5. Experience working with tenants who have experienced homelessness.
6. Strong commercial acumen, project management, budgeting, and communication skills.
7. Attention to detail, solution-focused attitude, proficiency in MS Office.
8. Trustworthiness and integrity, full clean driving license, and access to a vehicle.
