Head of Data Management Division – based in Luxembourg
The European Investment Bank, the European Union's bank, is recruiting for its Group Information Systems Directorate (GIS), Data & Information Solutions Department (DIS), Data Management Division (DM) at its headquarters in Luxembourg. Head of Data Management Division (full‑time position at grade 7, permanent contract). The role is based at the Luxembourg headquarters and requires regular office presence. The EIB offers relocation support.
Applicants will receive initial feedback in November 2025. Assessment Centers for selected applicants will take place in November/December 2025. Panel interviews are anticipated for December 2025.
Purpose
Are you ready to lead one of the most critical transformations in the EIB Group’s digital journey? As Head of Data Management, you will shape and deliver the vision that moves the organisation from traditional on‑premises data systems to a modern, cloud‑enabled, AI‑powered data ecosystem. This role is about more than managing platforms – it’s about redefining how the EIB Group harnesses data. You will set the strategy, lead execution, and inspire teams across the organisation to see data not just as an asset, but as a driver of innovation, efficiency, and impact.
You will build and govern next‑generation data platforms – data warehouses, data lakes, real‑time analytics – ensuring they deliver high‑quality, trusted, and actionable insights. This strategy will empower better decision‑making, enhance data quality, boost technology capabilities, and drive efficiency gains while helping the EIB Group’s business achieve its objectives.
Operating Network
The Data Management Division’s role is to manage a common foundation of high‑quality data to facilitate optimal, secure, and compliant solutions across business areas. This includes managing and governing data collection, reporting, dashboarding, and analytics to benefit business services.
Accountabilities

Define, lead and implement the enterprise data vision: develop, communicate, and implement a forward‑looking Data Strategy, ensuring alignment with business strategy, IT architecture, and the Group’s digital transformation agenda.
Modernize the data ecosystem: drive the evolution of legacy data warehouses into next‑generation data platforms (data lakes, cloud‑based analytics, AI/ML platforms), ensuring scalability, flexibility, and resilience.
Enable data‑driven decision‑making: deliver high‑performance reporting, dashboarding, and predictive analytics services that empower business units to act with speed and confidence.
Ensure data security, privacy, and regulatory compliance by implementing industry best practices, risk assessments, and cybersecurity measures to safeguard sensitive data assets.
Monitor and control the implementation of the projects in Data Management domain to ensure timely and budget‑compliant delivery that brings all foreseen business benefits.
Ensure governance and compliance: establish robust frameworks for data quality, metadata management, lineage, security, privacy, and regulatory compliance.
Drive technology transformation: champion the adoption of cloud, API‑driven integration, DevSecOps, and “shift‑left” automation practices to improve speed, reliability, and cost efficiency.
Lead and inspire teams: recruit, mentor, and empower highly skilled professionals across data engineering, BI, analytics; foster high performance; cultivate a culture of innovation, agility, and continuous learning in emerging technologies while securing diversity and various expertise.
Vendor and service model management: simplify the vendor landscape, negotiate outcome‑based models, and manage hybrid delivery (internal teams, outsourcing, and managed services).
Deliver at scale: oversee the portfolio of large, complex data projects, ensuring timely, budget‑compliant delivery and measurable business impact.
Shape the future: continuously scan market trends, emerging technologies, and best practices, testing and scaling up capabilities that advance the Group’s digital and data maturity.

Qualifications

University degree (minimum Bachelor) preferably in computer science or information technology related domain.
Minimum 10 years of experience managing large IT projects and supporting production solutions/services, with a focus on data warehousing, data lakes, analytics, and AI/ML platforms.
Proven experience leading data transformation programmes, including migration from on‑premises to cloud (hybrid, multi‑cloud) environments.
Experience in or proven ability for managing and coaching people ideally in multicultural environments or international organisations (e.g. contribution to deciding on team resources and skills; establishing objectives; assessing performance; delegating and supervising tasks; guiding, motivating, coaching and providing feedback, ideally 5 years of experience).
Experience in the financial sector would be an asset, ideally in investment banking or similar, with a strong understanding of core business processes and data requirements.
Extensive experience in delivering solutions in hybrid (on‑prem/cloud computing) environments for data warehousing, data lake, analytics and artificial intelligence.
Demonstrated experience in managing vendors in outcome‑based and/or outsourcing services model, ensuring seamless collaboration with vendors also in T&M mode.
Proven record of delivering complex projects and managing a portfolio of projects in one’s area, evidenced by tangible results and effective use of various methodologies, including delivery leveraging scaled agile.
Demonstrated experience in managing and delivering daily critical IT services/operations adhering to ITIL best practices, driving preferably “shift left” automation and DevSecOps practices would be an asset.
Excellent knowledge of English and/or French (***), with a good command of the other. Knowledge of other EU languages would be an advantage.

(***) Unless stated explicitly as a required qualification, a good command of French is not a pre‑requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre‑requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
