Post 2397 Project Manager - Transformation Delivery Dublin(NBC) Post 2397 Project Manager - Transformation Delivery Transformation Office/PMO Department Full Time Temporary National Blood Centre, Dublin 8 The IBTS is currently recruiting a full-time, temporary Project Manager based in the Transformation Office/PMO Department, National Blood Centre.
Transformation Delivery project manager is responsible for leading the planning, coordination and delivery of transformation initiatives across the organisation.
The role operates within a hybrid delivery model, combining Scaled Agile delivery practices with recognised project governance frameworks such as the Project Management Institute (PMI) standards.
The post holder will lead initiatives from concept through delivery and implementation, ensuring projects deliver measurable value aligned with organisational strategy and operational priorities.
Operating with a strong Product Owner mindset, the Project Manager represents business priorities within delivery teams, ensuring solutions delivered meet stakeholder needs and support operational outcomes.
The role works closely with technical teams, business stakeholders and external delivery partners to translate strategic objectives into actionable delivery plans.
The role also plays a key part in coordinating delivery across internal teams and external vendors, managing project financials, maintaining delivery governance and providing clear reporting and insights to senior leadership and governance forums.
Through strong stakeholder engagement, structured delivery practices and agile collaboration, the role contributes to the successful delivery of organisational transformation initiatives.
Ensure delivery is aligned with organisational governance, compliance and public sector accountability requirements.
The role is accountable for the successful delivery of assigned projects and operates within the broader transformation portfolio structure, Essential Criteria: Qualifications: A relevant third level qualification in business, management, information systems, engineering, or a related discipline.
A Certification in Agile, Product Ownership or recognised Project Management frameworks, such as: SAFe Product Owner / Product Manager (POPM) Certified Scrum Product Owner (CSPO) or Professional Scrum Product Owner (PSPO) Project Management Professional (PMP - PMI) Certified Scrum Master (CSM) Experience: Minimum 5 years relevant professional experience successfully managing and delivering projects, programmes and/or or transformation initiatives within complex organisational environments and across multiple stakeholder groups.
Proven experience working within Agile, Hybrid and/or Scaled Agile (SAFe) delivery environments, supporting iterative product or solution delivery and excellent knowledge and understanding of principles and methodologies applied.
Excellent interpersonal, communication and facilitation skills.
Proven ability to translate business priorities and stakeholder needs into structured delivery plans and actionable work items.
Demonstrated ability to translate complex technical concepts into clear, accessible language tailored to diverse audiences, including non-technical stakeholders Proven financial budget and risk management, delivering projects on time, on budget and minimising risk, resulting in successful delivery.
Experience delivering infrastructure, technical or IT platform-related projects (e.g.
network, cloud, data centre, systems implementation or upgrade projects) within complex environments.
Desirable Criteria: Public sector and/or healthcare experience Experience in highly regulated GXP environment The salary scale attached to the post is the Clerical Officer Grade VII scale €60,613 to €78,795 (incl.
LSI) pro rata per annum.
Entry point onto the salary scale is dependent upon relevant experience.
