The Officer will play a pivotal role in advancing the mission of Home & Community Care Ireland (HCCI) by acting as a bridge between the organization and its key stakeholders—including government bodies, regulators, media, and the wider public.As Ireland's population ages and the demand for quality home care services grows, this position is essential for ensuring that HCCI's voice is heard in policy discussions and public forums.The Officer will proactively support HCCI's advocacy efforts, helping to shape the regulatory and policy environment for home care providers. This involves monitoring legislative and political developments, conducting research, and translating complex policy issues into clear, actionable communications. This includes drafting publications, press releases and social media content as well as liaising with the Oireachtas & local media. The role requires both strategic thinking and hands-on execution, from drafting policy briefs and organizing campaigns to representing HCCI at meetings and public events.Collaboration is central to the position: the Officer will work closely with the Policy & Advocacy Lead and other team members to deliver on HCCI's strategic objectives. The Officer will also contribute to the development and implementation of campaigns that promote the interests of HCCI's members, ensuring that the sector's needs are effectively communicated to decision-makers and the public.Ultimately, the Public Affairs Officer helps position HCCI as a trusted, influential advocate for high standards in home care, supporting the organisation's goal of enabling older people and those with disabilities to live independently in their own homes and communities for as long as possible.KEY ACCOUNTABILITIESPublic Affairs/Stakeholder EngagementSupport engagement and relationship building with members of the Oireachtas, government departments, regulators, and other key stakeholders.Support public affairs outreach including identifying targets, drafting correspondence and preparing research and briefings.Assist in the operations of HCCI advocacy campaigns.Represent HCCI at meetings, working groups, and public forums as required.Preparing returns for Policy Development & ResearchMonitor, analyse, and maintain a record policy/political developments, publications and key statistics impacting the home care sector.Assist drafting & design of policy briefs, position papers, reports, consultation responses and other publications to influence government and stakeholder decision-making.Conduct qualitative and quantitative research on issues affecting home care.Liaise with research partners, vendors and allied organisations to support policy development and research.Communications & Public RelationsTranslate complex policy and research findings into accessible content for members, media, and the public.Produce briefings and content to support media relations and social media engagement.Contribute to newsletters and member updates.Support HCCI event management.Organizational SupportWork closely with the Policy & Advocacy Lead and Membership Services Team to deliver HCCI's strategic objectives.Support project management for policy and research initiatives.Ensure compliance with internal governance and reporting requirements.KNOWLEDGE AND EXPERIENCEEducated to a high level (a master's degree is an advantage)1–2 years' experience in research, public affairs, or communications (internship or work experience).Excellent knowledge of Irish media and the Irish political systemComputer literacy is required, including but not limited to Microsoft Office 365 and a demonstrable understanding of social media platformsAn excellent and professional personal mannerExcellent organisational skills and ability to multitaskDemonstrate initiative and ability to work alone and in a teamExcellent verbal and written communication skillsCLOSING DATEDecember 15th 2025.SALARY & BENEFITSSalary €30,000 to €34,000 (DoE).Matching employer pension contributions up to 3%Contribution towards health insurance.Opportunity for hybrid and flexible working.Access to training/educational course.HOW TO APPLY AND THE PROCESSPlease send a cover letter and full CV in one document to The cover letter should set out a clear reason for applying, along with a brief explanation of their experience, will be invited for interview.
