Assistant Technical Project Manager
Team Horizon seeks an Assistant Technical Project Manager to support the Capital & Estates team in Kilkenny and the south east region. The team provides professional, technical, project management, property, Fire & Safety, and related services for the health service's physical infrastructure. This includes design, specification, project management, supervision, and procurement associated with major and minor capital building and refurbishment works, infrastructural risk and asset management, property services, fire, health and safety issues, energy, and sustainability.
About the Role
1. Assist in preparing comprehensive briefs for proposed projects in consultation with services and Capital & Estates personnel and advisors.
2. Prepare budgets for carrying out proposed work programmes and ensure projects are within agreed budgets.
3. Be responsible for Minor Works lists, selecting contractors for bid purposes, and recommending tenders for acceptance for all projects.
4. Ensure compliance with EU procurement and financial regulations.
5. Supervise staff and contractors in implementing agreed programmes.
6. Provide technical support to service personnel and other Capital & Estates personnel as required.
Key Responsibilities
1. Develop maintenance programmes for buildings, services, and equipment under control, ensuring adequate maintenance and operation.
2. Define maintenance requirements for all buildings, services, equipment, major & minor capital works, fire precautions, and risk management schemes.
3. Propose priorities in allocating resources and prepare action plans for carrying out approved maintenance programmes.
4. Draw up or arrange for the development of plans and contract arrangements for implementing approved maintenance programmes.
5. Assist in defining requirements for all equipment and buildings, seeking ease of maintenance and operation.
6. Recommend awards of maintenance contracts to outside contractors when economical or practical considerations make it desirable.
7. Develop proposals with selected contractors.
8. Ensure compliance with regulatory requirements, including permissions, licenses, certificates, and approvals.
9. Work with the Property Manager to develop and implement a property management strategy and local property plans.
10. Assess the physical infrastructure of the property portfolio, including purpose, state of upkeep, capacity, suitability, space utilization, and security.
11. Devise and apply adequate fire prevention and safety measures and standards in association with the Fire & Safety Officer.
12. Evaluate environmental infrastructural risk issues and develop procedures to manage risks.
13. Provide advice on efficient energy use and work with service personnel and others on efficient energy use in healthcare premises.
14. Monitor and report on energy consumption in healthcare premises.
15. Audit energy efficiency standards in premises according to current standards and regulations.
16. Assist in preparing and implementing agreed investment proposals on energy-saving projects.
17. Advise on facilities and environmental matters in conjunction with services personnel and others.
18. Co-operate with Fire and Safety Officers, Services Managers, Health & Safety, Risk Management, Occupational Health, and Infection Control Staff on facilities improvements regarding legislative compliance.
19. Support, promote, and actively participate in sustainable energy, water, and waste initiatives.
20. Engage in performance achievement processes with your Line Manager and staff.
21. Co-operate with the Health Services Transformation Programme as required.
22. Achieve targets and plans and complete agreed programmes within allocated budget.
23. Act as spokesperson for the Organisation as required.
24. Demonstrate pro-active commitment to all communications with internal and external stakeholders.
25. Succeed in developing good working relationships with other team members and administrators of institutions.
Requirements
1. Hold a Level 8 (or higher) Quality & Qualifications Ireland (QQI) major academic award in Architecture, Engineering, or Surveying accredited by the relevant Professional Institute.
2. Have Full Membership of the relevant professional association: Society of Chartered Surveyors in Ireland, Royal Institution of Chartered Surveyors, Engineers Ireland, or Royal Institute of Architects of Ireland.
3. Have at least five years' satisfactory and relevant experience in planning, design, project management, or construction of buildings or in the installation or maintenance of mechanical, electrical, and heating services of such buildings.
4. Possess the requisite knowledge and ability for the proper discharge of the duties of the office.
