Hours of Work: The normal working week will be 37 hours, Monday to Friday, but work outside these hours may be necessary on occasions Key Purpose of the post The Corporate Health & Safety Manager will assist the Head of Policy and Strategic Services in the delivery of an effective and proactive Corporate Health and Safety service to the Fermanagh and Omagh District Council. The Corporate Health & Safety Managers Main Objectives are: To provide a comprehensive advisory service to the Chief Executive and Directors, all Directorates and their employees, on all matters affecting health and safety at work, to ensure full compliance with all Health and Safety at Work legislation in accordance with the Councils Health and Safety at Work policy and all associated procedures and guidance; Toaudit,monitorandevaluateHealthandSafetypracticesandprocedureswithin the Council and to report on outcomes to Corporate Leadership Team (CLT); To assist all Managers in maintaining the maximum degree of control of health and safety hazards in the workplace and promoting a culture of safe working practices across the organisation To work closely with the Corporate Leadership Team, Heads of Service and the Health&SafetyCommitteestoensurethataneffectivemechanismisinplaceto deliver coordinated health and safety activities across the Council with effective Health and Safety Performance Standards and procedures. To support the Council, to achieve compliance with the requirements of the Health and Safety at Work (NI) Order 1978 and relevant statutory provisions by fulfilling the role of competent person as outlined in the Management of Health and Safety at Work (NI) Regulations 2000. Main Duties and Responsibilities Service Development and Review TosupporttheHeadofServiceinthedevelopment,implementation anddelivery of corporate health and safety priorities in line with relevant legislation, the statutory duty of care, the Corporate Strategy, the Community Plan and the Councils H&S policy. To develop and maintain an up-to-date knowledge of best practice and developments in workplace health and safety legislation, best practice, proceduresandsafesystemsofworkinlinewiththecorporatehealthandsafety strategy and provide guidance to senior staff and managers. To monitor the effectiveness of the health and safety activities of all Council DepartmentsandreportfindingstoappropriateDirectorstoensureoperational compliance with statutory requirements and the proactive promotion of best practice across Council. ToprovideregularHealthandSafetyperformancereportstothe Corporate Leadership Team. Toensureuptodatehealthandsafetyinformationiscontainedontheintranet (staff hub), and on staff notice boards including the summary outcomes from health and safety initiatives. ToactivelypromotetheHealthandSafetyfunctionandH&S Policytoallnewand existing employees. To lead on the regular review and revisions to the Corporate Health and Safety Policy. The Corporate H&S Manager will stand in for the Emergency Planning Officer (EPO) in the absence of the EPO. Advisory To inform the Council and Corporate Leadership Team on the implications of currentandemerginghealth,safetyandwelfarelegislation,includingevaluating options, making recommendations and generating actions plans to ensure compliance across the organisation. To interpret and advise on the implementation of health and safety legislation, HealthandSafetyPerformanceStandards,CodesofPracticeandSafeSystems of Work, including Personal Protective Equipment. ToattendtheCouncilsHealthandSafetyAdvisoryGroupandDepartmental Health and Safety sub-committees, and contribute to the development of a positive health and safety culture. To facilitate, advise and help in respect of public events and promotions managedorsponsoredbyCouncilincludingoutofhoursandweekendwork where required. To participate in consultations when required with Trade Union Reps/Representatives of Employee Safety representing the Councils workforce regarding health, safety, fire and welfare issues. Service Delivery ToberesponsibleforthedaytodaymanagementoftheCorporateHealthand Safety Officer. Toimplementandmaintainmanagementinformationsystemstoanalysehealth and safety statistics, identify trends, recommend action and report upon accordingly. ToprepareanannualHealthandSafetyInspectionSchedulecoveringallCouncil buildings, activities and practices, in liaison with other internal or external inspecting and regulatory bodies as required. To ensure detailed accident/incident investigations and reports are carried out in accordance with relevant health and safety legislation and regulations, and monitor and investigate accidents and review statistics to establish underlying causes, identify trends and recommend action where necessary, including responding to serious incidents and emergencies outside normal working hours. To use delegated authority as appropriate, which may include stopping any work activities, where there is a serious and imminent risk of injury, issue Corrective Action Notices and set appropriate health and safety management standards to ensure compliance with all relevant legislation. To co-ordinate risk assessment activity across the Council, assist managers and supervisors to investigate accidents, incidents and near misses, and make recommendations to help prevent recurrence. To liaisewithHumanResourcesinordertoassistwiththeidentificationofhealth and safety and health education training needs and to co-ordinate appropriate training programmes. Todeviseandrunsuitablehealthandsafetyinitiativesfromtimetotimeforall employees with the aim of improving health and safety culture. ToliaisewithbodiessuchastheHealth&SafetyExecutive NI,includingthe reporting in line with the Reporting of Injuries, Diseases, and Dangerous Occurrences (NI Regulations 1999), NI Fire Service, PSNI, and any other relevant outside organisation. To work with the Council officers responsible for insurance to ensure the full and accurate progress of any workforce or personal injury claims resulting from accident or injury. Person Specification EssentialCriteria: A NEBOSH Diploma (or equivalent) level 6 qualification in Occupational Safety and Health andMembership of the Institute of Occupational Safety and Health (IOSH) The successful candidate will be required to obtain CharteredMembership of the Institute of Occupational Safety and Health (CMIOSH) within 12 months of appointment. Please note, progression beyond the minimum point of the salary scale will be conditional on the achievement of the above Chartered Membership of the Institute of Occupational Safety and Health (CMIOSH).
