Responsibilities
Lead the ongoing development of the Quality and Service Improvement Team.
Develop an integrated quality and compliance management system in line with national standards and regulatory requirements.
Shape and support an organisational culture that embraces positive risk-taking within a person‑centred, self‑directed model of service.
Provide input to organisational strategy to ensure the quality, compliance and risk agenda is central to service delivery.
Develop and support governance structures for quality and compliance oversight, including the Quality Committee and relevant committees.
Oversee the governance structure responsible for safe, effective nursing care.
Maintain a centralised register of policies and procedures, and ensure their development, review and approval align with the organisation’s processes.
Design and manage an audit programme covering clinical and non‑clinical aspects, liaising with auditors and ensuring audit findings are closed out.
Implement a compliance preparedness programme for regulations and standards, supporting managers in understanding legislation and regulatory obligations.
Support line managers in identifying quality improvement areas and applying standard improvement methodologies.
Communicate quality initiatives across departments to facilitate cross‑learning.
Manage incidents and complaints in line with best practice, analysing high‑risk incidents to drive improvement.
Oversee the complaints management process, ensuring accessibility for people supported and families and timely reporting to authorities.
Develop a framework for process management and internal quality audit to evaluate compliance and adherence to procedures.
Qualifications
Professional qualification in a health‑related or comparable area.
Registered nurse on the live register of the Nursing and Midwifery Board of Ireland (NMBI) — or registered in the Intellectual Disability or Mental Health divisions; RNID/RGN/RMHN qualification desirable.
Post‑graduate higher diploma in Quality and Compliance or equivalent.
Minimum five years of senior management experience in a healthcare setting.
Excellent knowledge of clinical governance, service planning and resource management.
Robust understanding of regulation and the HIQA framework.
Experience in safety, risk management, quality improvement and regulatory compliance.
Experience in a senior managerial nursing role and leading organisational change.
