Business Analyst (Operational/Clinical) Grade VII Permanent Contract, Full Time Hours. The ICT Business Analyst will play a critical role in bridging the gap between Administrative/Clinical operations and information communications technology. This role will be responsible for analysing the MUH's information and communication technology needs. Working closely with Business Partners (Clinical and Non-Clinical) to understand the operational requirements and translating this into business cases/mandates which will need to be approved and forwarded for funding and subsequent implementation. This role will also work closely with the ICT team in designing efficient systems and processes. Ensuring that technology solutions meet the hospital's business requirements are aligned to local, regional and national strategies especially Digital for Care and Slainte Care. KEY RESPONSIBILITIES Requirements Gathering and Analysis: Collaborate with hospital staff Business Partners to understand their needs and challenges, identifying business requirements and ICT enablers. Conduct thorough analysis of existing systems and workflows with business partners. Document and prioritise business requirements for technology solutions. Building Business Cases with the Business Partners and translating these into mandates, and follow up with Regional and National groups. System Design and Development: Design and propose ICT solutions tailored to hospital requirements. Working closely with the Applications Portfolio Manager, Integration Specialist in developing this design. Work closely with third party developers and the ICT team to implement and customise software solutions. Ensure seamless integration of ICT systems with existing hospital infrastructure. Process Improvement: Developing a culture (with Business Partners) of continuous process improvement. Identify inefficiencies in existing processes and finding digital enablers to improve them. Monitor system performance and recommend modifications as necessary. Data Management: Work with the ICT team to develop strategies for effective data collection, storage, and analysis. Working with Information Security/GDPR to ensure data security and compliance with healthcare regulations. Work with Business Partners and Information governance to implement data quality protocols and validation processes. Stakeholder Communication: Act as a liaison between Business partners/hospital departments and ICT teams. Communicate technical information in a non-technical manner to various stakeholders. Conduct training sessions to educate hospital staff about new technologies and systems, but also fostering a culture of continuous improvement through process review and refinement. Project Management: Manage the process of developing business case with the Business Partners through to working on the specification and selection process. Monitor project progress, address issues, and ensure timely delivery of solutions. Compliance and Security: Stay updated with healthcare regulations and ensure hospital ICT systems comply with these standards.
