Key ResponsibilitiesThe Operations Manager is part of a three-person team responsible for maintaining 24/7 operational capability at Dublin Port, resourced via DPC staff, which includes Harbour Police, Reception and General Workers and the substantial security contract. They oversee day-to-day land-based administrative and operational duties within designated areas, ensuring compliance with the ISPS Code and EU Directive 2005/65/EC, under the direction of the Head of Land Operations (HLO).LeadershipLead by example and support the HLO in delivering the DPC Management Strategy, operational needs, and specialist advice to the Land Operations team.Report significant internal or external incidents that may impact Dublin Port's operations to the HLO promptly.Actively participate in regular Land Operations and Harbour & Land Operations meetings.Represent the HLO when required, including attending emergency management, traffic, fire safety, SEVESO/COMAH, and health & safety meetings or drills.Oversee day-to-day operations and administration of Harbour Police, Port Security, Reception, and General Workers.Conduct regular inspections of staff, equipment, vehicles, and posts to ensure standards, compliance, and cleanliness.Perform scheduled and unscheduled inspections across shifts and days to monitor internal and external staff compliance.Manage DPC and contracted personnel in line with SLAs, KPIs, and PMDS agreements.Contribute to the annual security budget planning with the approved contractor.Security & ISPS ComplianceOversee security operations using local knowledge, resources, and coordination with State or regulatory agencies when needed.Manage Harbour Police and Port Security staffing, including rostering, training, and leave planning to meet operational needs.Ensure compliance with ISPS Code requirements and act as alternate PFSO/PSO, including handling incidents, audits, and security plan reviews.Chair Port Security Committee (PSC) and Port Security Authority (PSA) meetings as scheduled.Investigate and document all security incidents for intelligence and reporting purposes.Handle CCTV requests from State Services in line with GDPR protocols.Conduct regular inspections of staff across various shifts and days to ensure compliance.Review and approve ISPS vessel "Declaration of Security" (DOS) documentation.Information Technology (Systems & Applications)Manage and oversee all security-related systems including CCTV, ANPR, fire and intruder alarms, access control, and vehicle scanning technologies.Administer digital platforms such as the DPC induction and incident reporting systems, Dublin Port Pass IT solution, and OCR technology for trade vehicles.Maintain and operate messaging systems including VMS and overhead gantry displays.Ensure all systems are functioning effectively to support operational and security requirements.EHS ComplianceSupport and implement DPC's EHS policy, annual plans, procedures, and systems in coordination with the HLO and EHS Specialist.Ensure staff compliance with Risk Assessments (RA), Standard Operating Procedures (SOP), Standing Orders, Marine Notices, and Byelaws, with RA/SOPs reviewed at least every three years.Participate in quarterly reviews of RA, SOP, and Safe Systems of Work (SSWP), and monitor staff adherence to EHS standards and legal documentation.Promote health, safety, and welfare practices including proper use of PPE, and lead by example in maintaining compliance.Actively support the Dublin SafePort initiative and lead working group projects (e.g. Golden Rules, Speed, PPE, Walkways).Oversee implementation of Dublin Port Pass (DPP), ensuring all personnel complete required health & safety induction and access control.Ensure all incidents, accidents, near misses, and non-compliances are properly recorded, investigated, and entered into Dulann.Dangerous Goods Bye-laws ComplianceManage daily administration and ensure compliance with Dublin Port Dangerous Goods (Cargoes) Bye-laws 2014, including reporting, audits, exercises, and periodic reviews.Temporary Traffic ManagementOversee applications and approvals for Temporary Traffic Management (TTM) measures within the port estate, including participation in weekly coordination meetings.Adverse Weather Management.Support the Snow and Ice Response Plan by coordinating internal and external teams to ensure safe port operations during adverse weather through timely gritting, salting, and clearance.Stakeholder EngagementBuild and maintain professional relationships with port users, tenants, agencies, and regulatory bodies.Lead operational liaison groups including the Port Security Committee, Common User Area, and Unified Passenger Terminal User Groups.Manage foreign naval visits, cruise liner operations, and assist with port land use and cargo storage arrangements.Contract ManagementManage all aspects of the security contract, including daily operations, KPI reviews, SLA compliance, budget oversight, and contractor performance.Supervise monthly accounts, disciplinary matters, and explore new security-related business opportunities.TrainingEnsure annual review and delivery of training to maintain competency and compliance across all designated roles.Support the HLO and EHS Specialist in developing and implementing training for all Land Operations personnel.Qualifications, experience and required skillsEssential:Licensed Security Officer with the Private Security Authority.Full Irish Drivers Licence.Knowledge & Experience of Port Facility Security Officer (Maritime Security and International Ship & Port Facility Security Code).Knowledge & Experience of International Maritime Dangerous Goods (IMDG) Code & ADR, which is the acronym given to the Agreement Concerning the International Carriage of Dangerous Goods by Road.Proficient in English, equivalent to first language standard.Excellent report writing skills including the analysis of data relevant to the role and responsibilities.Computer literate and experience in Microsoft office suite.Occupational Health & Safety and or Risk Management experience i.e. OSHAS 18001 including the preparation of operational Risk Assessments (RA) and Standard Operating Procedures (SOP).Experience in Closed Circuit Television (CCTV Network), Automated Number Plate Recognition (ANPR) Fire & Intruder alarm systems & Access control systems.Desirable:Dangerous Goods Safety Advisor (DGSA) qualification.First Aid Qualifications to include 'First Aid Responder' and Cardiac First Responder (Defibrillator) certification.ISPS - Port Facility Security Officers certification.CPC (HGV & Passenger) Driver Licences.Maritime, Policing, Military or Security background with supervisory or managerial experience.Competent trainer of staff (QQI Level 6 - train the trainer).Environmental policy awareness (ISO and or experience in an operational setting.QQI Chapter 8 - FETAC Signing, Lighting & Guarding at Roadworks CSCS training programme.The successful person
