Senior Workplace Health and Safety Manager
Location
Dublin Tunnel Control Building, East Wall Road, Dublin 3; hybrid role with on‑site and remote duties.

Responsibilities
* Conduct and review risk assessments, method statements, and safe systems of work for all operational and maintenance activities.
* Support supervisors and contractors in developing site‑specific controls for tunnel operations, confined space work, and traffic management activities.
* Monitor and review the effectiveness of control measures and ensure all risks are managed in accordance with HSA guidelines and ERTO policies.
* Contribute to the ongoing development and implementation of ERTO’s Health and Safety Management System in accordance with ISO 45001.
* Ensure full compliance with the Safety, Health and Welfare at Work Act 2005, General Application Regulations 2007 (as amended) and Construction Regulations 2013.
* Assist in preparing documentation and reports for inspections or audits conducted by the Health and Safety Authority (HSA) and Transport Infrastructure Ireland (TII).
* Lead and support incident and near‑miss investigations, identifying root causes and implementing corrective and preventive actions.
* Maintain accurate and timely incident reports, ensuring follow‑up and closure.
* Participate in emergency planning, drills, and post‑incident reviews to improve emergency response procedures.
* Carry out regular site safety inspections and internal audits in accordance with the ERTO QESH Inspection Plan.
* Identify hazards, unsafe conditions, and non‑compliances, and issue corrective action reports.
* Support management and contractors in maintaining compliance with ERTO safety standards and statutory requirements.
* Deliver safety inductions, toolbox talks, and refresher training for ERTO employees, contractors, and visitors.
* Promote a positive and proactive safety culture, encouraging reporting, learning, and continuous improvement.
* Contribute to the development of safety communications and campaigns (e.g., “Target Zero”, near‑miss awareness, safe driving).
* Act as a point of contact for the Health and Safety Authority (HSA) and other relevant regulatory or emergency agencies.
* Support the ERTO Health & Safety Committee and contribute to regular HSEQ performance reviews.
* Collaborate with internal teams, contractors, and stakeholders to ensure consistent safety standards across all operations.
Qualifications
* 2–5 years of Health & Safety experience within infrastructure, transport, construction or utilities sectors.
* Relevant Health and Safety qualification (e.g., ISOH/NEBOSH equivalent).
* Proven experience in risk assessment, auditing and incident investigation.
* Strong knowledge of Irish Health and Safety legislation, HSA codes of practice and safety requirements.
* Familiarity with ISO 45001 and quality/environmental systems (ISO 9001, ISO 14001).
* Full, clean driving licence (required).
