Coimisiún na Meán is Ireland's agency for developing and regulating a thriving, diverse, creative, safe and trusted media landscape. As the independent media regulator, Coimisiún na Meán is responsible for regulating broadcasters, video-on-demand providers and online platforms established in Ireland. Their wide-reaching remit also includes supporting and developing the Irish media sector.
About This Role
Role Purpose
In the Platform Supervision division, Higher Executive Officers will manage people and projects internally, and coordinate with external stakeholders nationally and across the European Union. They will take part in supervisory activity, data gathering and explorations, investigations, and other work contributing to the mission of Coimisiún na Meán. The role will be a hybrid role combining home and office work, based at An Coimisiún's offices in One Shelbourne Building, Dublin 4.
About the Division
The mission of the Platform Supervision and Investigations Division is to understand the services and operations of the organisations that Coimisiún na Meán regulates. This includes monitoring compliance with regulatory obligations, resolving issues on a voluntary basis when appropriate, and taking formal compliance action when warranted. The Division is made up of six teams; 4 devoted to the supervision of platforms, an investigations team and an operations team which will help determine regulatory strategy.
Key Responsibilities
1. Project planning and administration
2. Reviewing legislation and advice to transform codes and rules into working processes
3. Data and evidence gathering through proactive requests
4. Review and analysis of transparency reports, risk assessments, and other service provided data
5. Review and analysis of practices and behaviours of regulated entities across the market
6. Analysis of recommender systems, organic and promoted content, and all associated review processes
7. Collaboration with internal and external teams to develop, maintain, and update supervisory and investigative best practices
8. Contribution to query and complaint handling processes and activities
9. Development of supervisory practices and recommendations to change or improve processes
10. People Management, to include managing, hiring and developing a high performing team
11. Identifying the skills and training requirements needed to ensure the organisation can deliver high quality and supervisory and investigative services
12. Mentoring and coaching team members to develop their potential

Essential Criteria
13. Relevant work experience (typically at least 3 years), including experience leading others
14. Experience in the technology or regulatory sector
15. Strong planning and organisational skills with the ability to prioritise effectively and manage a diverse and significant workload.
16. Well-developed interpersonal skills, with the ability to build relationships with a wide range of stakeholders, and to demonstrate negotiation and influencing skills
17. Ability to work both independently and collaboratively within project teams.
18. Excellent written communication skills across a variety of formats, including presentations, policy documents, correspondence, and reports.
19. Understanding of technology firm practices in areas such as policy development and change, risk assessment and mitigation, content review, and monetisation business models.
20. Future-focused, resilient, and able to approach challenges as learning opportunities.
21. Commitment to respecting laws, rules, and due process as a framework for delivering positive social impact.
Desirable Criteria
22. Experience with CRM tools and customer interaction processes.
23. A recognised qualification/degree of at least Level 7 on the National Framework of Qualifications in a relevant discipline is desirable.
24. Fluency in or working knowledge of the Irish language
