The Role of Social Care Manager/Person in Charge

The Social Care Manager (PIC) will oversee two residential community houses, ensuring high-quality, person-centred care. The role includes maintaining full compliance with HIQA and HSE standards, implementing Inclusive Living policies, and managing resources effectively. Key responsibilities involve working with families, leading staff teams, supporting development, setting and monitoring standards, ensuring safe service delivery, and actively overseeing risk and safeguarding.

Qualifications and Experience

Candidates must have:

* A QQI Level 7 Degree in Social Care or a degree in another relevant Allied Healthcare related discipline.
* A valid registration with Coru or NMBI or be in process of application.
* Have a minimum of three years' experience in a management or supervisory role in the Health or Social Care sector.
* Hold an appropriate qualification in Health or Social Care management. (Minimum level 6 on the National Framework of Qualifications).
* Strong leadership, communication, and interpersonal skills.

The Person in Charge (PIC) will oversee the professional, regulatory, clinical, and operational management of two designated centres. Key responsibilities include:

Professional & Regulatory

* Lead person-centred planning, case reviews, and implementation of risk assessments and care plans for individual residents.
* Ensure accurate and compliant record-keeping for service users and staff in line with HIQA and legislative requirements.
* Collaborate with service users, families, carers, multidisciplinary teams (MDT), and external agencies to deliver person-centred care.
* Promote dignity and respect for all service users and staff.
* Ensure full regulatory compliance with HIQA standards and remain up to date with all regulatory changes.
* Fulfil HIQA reporting obligations as set-out in HIQA's Notification Handbook.
* Practice nursing in accordance with NMBI's Code of Professional Conduct and professional clinical guidelines.
* Liaise with local safeguarding teams as required.
* Contribute to the development and maintenance of nursing standards, protocols, and guidelines consistent with the highest standards of care.
* Uphold professional standards in relation to confidentiality, ethics, and legislation.
* Participate in governance reviews and conduct routine audits.
* Operate within the Scope of Practice and seek guidance when needed.
* Participate in rotational on-call duties.
* Manage complaints and participate in investigations.
* Maintain clear communication with line management.

Health & Safety

* Responsible for compliance with Health and Safety legislation and the health and safety of service users and staff.
* Ensure a safe environment for service users, staff, and visitors through risk assessments and incident reviews.
* Implement and monitor policies on health and safety, infection control, and medication management.
* Report and act on any issues affecting service user care or operational efficiency.
* Ensure team awareness and compliance with health and safety legislation.

Leadership & Supervision

* Provide leadership, supervision, and support to their team.
* Promote a workplace culture of diversity, respect, and collaboration.
* Lead change management initiatives to drive continuous improvement.
* Oversee staff performance and development.
* Champion national and local procedures to ensure consistent service quality.
* Support service development and respond to evolving needs of service users and funders.
* Maintain strong links with the HSE and community services.
* Chair monthly staff meetings which promote open communication and keep staff informed of any operational or legislative changes.

Training & Development

* Identify and coordinate mandatory and developmental training for support staff.
* Champion continuous professional development and empowerment of staff.
* Monitor staff performance and promote high standards of care.
* Stay informed of legislative changes across health, disability, and safety sectors.

Personal & Administrative

* Lead policy development and implementation aligned with Inclusive Living's values.
* Coordinate staff duties and ensure efficient use of resources and appropriate skill mix.
* Manage local budgets and resources effectively.
* Maintain clinical and administrative records and support quality assurance processes.
* Submit staff returns (e.g. payroll, sick leave) to HR within required timeframes.
* Produce reports, service plans, and statistics as requested.
* Ensure rotas are planned, communicated, and available for inspection.
