Position Description
Applications are invited for the position of Quantity Surveyor on the Networks Contracting Procurement Team. The Networks Contracting Procurement team is responsible for the procurement of a range of contractors and services that enable company to deliver its major capital work program. Working closely with the business, Networks Contracting Procurement's primary objective is to obtain best value in terms of cost, quality and service in the procurement of major capital works and services and to maintain the highest standards of ethics, health, safety, environment and sustainability in all dealings with the market.
The Quantity Surveyor will work with the procurement team and with their colleagues in the Networks business and with Engineering and Major Projects, to procure major capital works and services and to achieve best value for money, while ensuring compliance with EU Directives, statutory regulations, internal procedures and company's Code of Ethics.
Key Responsibilities
The successful candidate will work on the EPC/Civil/Electrical Network Contracting Procurement Team within Networks Procurement and be involved in an interesting and varied mix of commercial work.
The key responsibilities of the role will be to:
• Conducting end to end EPC, Civil and Electrical Contracting tender processes in accordance with company's procurement procedures and statutory regulations.
• Working closely with framework owners/managers within company's Networks and Engineering and Major Projects to define their requirements and identify appropriate procurement strategies.
• Assist in the preparation of annual procurement plans, Category Plans and Source Plans for EPC, Civil and Electrical categories of spend.
• Utilizing procurement and market knowledge, provide support, advice, and direction for these categories of spend.
• Ensure procurement legislation/procedures are followed and maintained.
• Work with legal/insurance department in the preparation/development of contracts, bonding requirements etc.
• Supporting the building of quality relationships with internal and external stakeholders (including key vendors/suppliers).
• Facilitate preparation and issue of mini-tenders and tenders for contracts and frameworks.
• Manage the procurement aspects of existing contracts and framework agreements.
• Guide others in resolving complex issues in specialized areas.
Knowledge, Skills and Experience Essential
• Minimum of 5 years' relevant work experience.
• Significant Experience in the Procurement or Contract/Commercial management of Construction Projects.
• A high level of commitment, commercial acumen, and excellent interpersonal skills.
• Experience in drafting tender documents and contracts for major building, civil engineering, or utilities projects.
• A clear focus on delivery of high-quality work.
• An appreciation of EU and Irish Government policies and legislation in relation to procurement.
• An ability to work and share knowledge and competencies within a team structure.
• A very good working knowledge and experience of MS Outlook, Word, Excel, PowerPoint.
• Effective time management.
Desirable
• Experience in procurement of works under either Public Procurement Directive or Utilities Directive.
• Experience with SAP and SharePoint.
• Knowledge of/experience in FIDIC suite of Construction Contracts.
Qualifications
Essential
• Level 8 Degree in Quantity Surveying.
• Full Irish/EU drivers' license and access to car.
• Safe Pass
Desirable
• Experience in issuing tenders through the eTenders portal.
• ASCSI/MRICS qualified with legal registration under the Building Control Act 2007.
• Experience with SAP and experience in SharePoint.
• Advanced Excel skills
Base Location
Agreed base location - Flexible (Company's Networks office location)
Please Note: Company's Networks Procurement is based in Finglas, Dublin.
Hybrid working will be a feature of this role, combining remote working with attendance at base for in-person collaboration one day per week, subject to ongoing review.
There will also be a requirement to attend occasional meetings in Finglas or other locations. Occasional travel may also be required.
Please note that when the successful candidate is required to attend company's offices at the agreed based location, travel, accommodation, and related expenses will not be reimbursed.
Expenses incurred for business travel - that are not normally incurred by the successful candidate in their normal place of work - will be reimbursed.
All travel and accommodation expenses shall be agreed in advance with the line manager.
Claims for reimbursement of approved receipts must be via the contractor's agency.
Mileage rates in respect of journeys carried out will not apply.

Safety
Contractors must comply with all Health and Safety Regulations and requirements pertaining to the location where they are working and must comply with all directions and instructions from their designated company's line management.
• Contractors shall wear full PPE, including Arc-resistant where required.
• Steel toe boots compliant with S3 EN ISO 20345.
• Safe pass and manual handling training
• Contractors shall be provided with an unbranded company's hard hat and ear defenders where required.
• This PPE will be provided by company's suppliers but without any identifiable company Logo.
• The PPE to be provided by company does not include safety boots, gloves and eye protection. These are standard items that contractors should have at their cost.
• Contractors must have up to date Safe Pass and manual handling training.
Other Requirements
The successful candidate must have use of a personal 'phone, laptop/PC and internet facilities, and must be equipped to fully engage in a professional manner during the course of the engagement.
