About Us
Egis Road and Tunnel Operation Ireland (ERTO) is an Irish company established in 2005 and is part of Egis Projects Ireland. We manage Dublin Tunnel, Jack Lynch Tunnel, and the Motorway Traffic Control Centre (MTCC) for Transport Infrastructure Ireland (TII).
ERTO's responsibility is to manage all processes associated with the operation and maintenance of these facilities. We are located at the Dublin Tunnel Control Building on East Wall Road.
The position holder is responsible for ensuring compliance with the Codes of Ethics, Integrity and Human Resources Management Code, internal rules, local regulations, and Health & Safety standards applicable to Egis Road and Tunnel Operations.
About the Role
The MOCC Manager leads the effective day-to-day operations of the Motorway Operations Control Centre (MOCC), ensuring high performance according to Key Performance Indicators (KPIs), operational continuity, and coordination with partners. The role also ensures adherence to health, safety, quality, and environmental standards, maintains stakeholder communication, and responds efficiently to incidents across the motorway network.
* Manage TII’s advanced motorway and tunnel management system applications.
* Monitor the quality of notifications and communications to stakeholders and the public.
* Liaise with ERTO departments and stakeholders to develop and maintain systems through capital expenditure projects.
* Ensure compliance with contractual obligations.
* Facilitate the “One Control Room” approach, coordinating tunnel and motorway operations seamlessly.
* Coordinate with operational partners and stakeholders on behalf of the client.
* Guide critical decisions and develop Standard Operating Procedures (SOPs).
* Develop and train on special event response plans.
* Report on measures of effectiveness for MOCC, including KPIs related to transportation management, incident response, and vehicle detection systems.
* Prepare performance reports for MOCC operations.
* Act environmentally responsibly within scope of the service.
* Support the implementation of new systems, such as NIMS, in collaboration with the client and subcontractors.
Qualifications and Experience Needed
* Level 8 qualification recognized by the National Framework of Qualifications Ireland or equivalent in a relevant discipline.
* At least 5 years of control room management experience, including 2 years in tunnel control room management.
* Strong experience with SCADA, ITS, or traffic monitoring and communication systems.
* Understanding of client relationships and reporting, including stakeholder liaison.
* Experience in employee mentoring and development.
* Proven leadership and incident response skills in high-pressure environments.
* Change management experience for improving operating efficiencies.
* High numeracy and analytical skills.
