Key Responsibilities
* Conduct regular inspections of buildings, means of escape, and all fire-fighting equipment to ensure proper location, marking, repair, and working order
* Review and develop fire orders and evacuation schemes for various building types, with particular attention to mentally ill and non-ambulant patients, and create fire plans for all HSE buildings
* Provide staff instruction and training on fire hazard avoidance, summoning fire brigade, operating fire alarms/equipment, means of escape, and evacuation procedures
* Arrange and conduct regular fire drills in each institution and ensure proper execution
* Monitor water supply and firefighting infrastructure through regular testing to ensure sufficient volume and pressure, and ensure hydrants are clearly identified
* Advise on and ensure compliance with Health Technical Memorandums, Fire Protection Standards, and Building Regulations
* Maintain comprehensive records of inspections, fires, evacuation drills, fire-fighting equipment, and related matters
* Submit regular reports to Estates Manager at three-monthly intervals on fire prevention services status, and immediately report fire outbreaks, breaches, and drill failures
* Monitor and report on Health Safety and Infrastructural Risk issues across the HSE Estate and projects
* Act as an information resource to management and staff on fire safety, general safety, health and welfare matters, and participate in risk assessment processes
Educational Requirements
* HETAC Level 7 qualification (NQF) in engineering, fire engineering, architecture, Health and Safety, or Building Services/Building Survey
Experience Requirement
* Minimum of 2 years experience in a comparable Fire and Safety role
* Experience in construction and maintenance of buildings or installation/maintenance of mechanical, electrical, and heating services
Technical Experience
* Fire safety risk assessment experience
* Experience preparing and submitting fire safety certificate applications
* Experience conducting fire safety training
Key Skills and Competencies
* Legislative Knowledge: Fire Services Act 1981 & 2003, Health Technical Memorandum 05 Fire Safety, Building Control Act 1990 & 2007, HIQA Standards
* Technical Knowledge: Fire precautions, Occupational Health and Safety welfare measures and procedures; Construction and maintenance of buildings, equipment, services, and building regulations; Fire precautions and health and safety measures for construction, residential buildings, hospitals, and healthcare facilities
* Professional Skills: Effective planning and organizing with resource management awareness; Ability to manage deadlines and handle multiple tasks effectively; Strong communication and presentation skills; Ability to present information clearly and concisely; Facilitation and group management through learning processes; Ability to give constructive feedback
* Leadership & Management: Technical skills and ability to motivate staff in fire prevention and safety measures; Leadership and team management; Ability to work with multi-disciplinary teams
* IT: Microsoft Word, Excel, PowerPoint; Email and Internet as a research tool
Other Requirements
* Access to appropriate transport (role involves travel between sites); Good character and health suitable for regular and efficient service
