The Land Development Agency (LDA) is a semi-State body committed to maximizing affordable housing supply on public and other land, supporting community development and social impact. It is overseen by an independent board, funded with €5 billion of government equity, and permitted to borrow up to €1.25 billion.
The LDA has initiated construction on multiple projects on State land, with a pipeline exceeding 17,000 homes, and collaborates with major homebuilders to deliver an additional 8,000 homes under Project Tosaigh. It is also engaged in strategic master-planning for areas like Limerick Colbert Quarter, Dublin's Digital Hub, and Galway's Sandy Road.
Purpose of Role
The Board Secretary function provides strategic support regarding governance and legal compliance, facilitating efficient administration of the Board and Committees, and ensuring statutory obligations of LDA group companies are met. The Assistant Board Secretary plays a vital role in supporting the Board Secretary, focusing on integrated Board affairs across the agency.
Key Responsibilities
* Engage proactively with stakeholders to meet deadlines for Board and Committee papers.
* Coordinate agenda setting, prepare papers, minutes, action trackers, and manage document uploads and timelines.
* Manage external secretarial resources and contracts.
* Attend meetings, record minutes, maintain records, and follow up on actions.
* Coordinate statutory filings, annual returns, and maintain statutory registers for LDA and subsidiaries.
* Ensure compliance with statutory and regulatory requirements, including the Code of Practice for the Governance of Public Bodies.
* Draft minutes and resolutions as required by law and notify stakeholders of decisions.
* Assist in reviewing the Board's terms of reference and reserved matters, adapting to evolving business and regulatory environments.
* Arrange for Board self-assessment processes.
Leadership
* Demonstrate management style fostering mentorship, teamwork, communication, and service orientation.
* Provide leadership aligned with business goals, accountability, and continuous improvement.
* Promote a workplace culture reflecting LDA’s purpose, mission, vision, and values.
Person Specifications / Requirements
* Relevant qualifications and third-level degree in a related discipline.
* Experience in a public or semi-state organization as an Assistant Board Secretary or similar role is advantageous.
* Familiarity with the Code of Practice for the Governance of State Bodies and the Companies Act.
* Strong insight into secretarial functions and organizational needs.
* At least 2-3 years’ experience in a related secretarial role.
* Experience in policy development and stakeholder management, including senior management and Board members.
* Strong leadership and collaboration skills, with an action-oriented approach.
