Overview
Health & Safety Co-ordinator role at Teagasc.
This role is based at the Ashtown Campus and involves co-ordinating health and safety and related tasks within the Ashtown campus, supporting H&S activities to ensure the site meets its legal and Teagasc obligations. The appointee will work with Teagasc Internal Health and Safety Officers and provide guidance and support to onsite operating units from both the Food and Research Programmes.
Responsibilities
* Provide guidance and information to Ashtown Safety Management System (SMS) operating unit managers on safety, health and welfare.
* Promote a positive, flexible and collaborative approach to working with others to achieve win-win outcomes.
* Review, support and implement risk assessments and safety statements for Ashtown SMS operating units.
* Lead and co-ordinate induction and management of contractors in adherence to Teagasc’s contractor management policy.
* Investigate accidents and incidents in conjunction with SMS operating unit managers.
* Assist Internal H&S Officers in conducting biannual audits of SMS operating units onsite.
* Attend monthly meetings to review inspection results, corrective actions and KPIs for SMS operating units with the respective managers and Safety Representatives.
* Schedule and lead H&S training on site, including basic induction, manual handling and Display Screen Equipment (DSE) assessments; coordinate external H&S training as required.
* Drive and support safety toolbox talks, H&S training and communications; administer and support H&S software issues onsite.
* Ensure site inventories for chemical/biological agents are up-to-date on the H&S software system and that Emergency Procedures and drills are compliant.
* Contribute to quarterly Campus Safety Committee meetings and participate in Teagasc events with appropriate H&S measures.
* Act as the lead point of contact for the Internal Health and Safety Officer in Ashtown SMS operating units.
* Report key performance indicators (e.g., Near Misses, Corrective Actions, Audit/Checklist schedules) to the Internal H&S Officer.
* Assist Teagasc in meeting commitments of the Quality Customer Service Charter and Action Plan.
* Participate in annual business planning and PMDS processes; comply with health, safety and welfare responsibilities for staff and contractors.
* Any other duties as assigned from time to time.

Qualifications and Skills
Qualifications
* A Level 6 qualification in Occupational Safety Health & Welfare at Work (or equivalent) or an equivalent qualification with significant experience (3+ years) in Health & Safety at Work.
* A Level 6 qualification in a relevant discipline with substantial H&S experience also acceptable.
* A Level 7 qualification in Occupational Safety Health & Welfare at Work would be a distinct advantage.
* Undergraduate or postgraduate qualification in Occupational Safety Health & Welfare at Work.
* Undergraduate or postgraduate qualification in chemistry, life sciences, food technology or related discipline.
* DSE Assessors Course; IOSH membership.
Skills/Knowledge
* Technical knowledge of Safety, Health and Welfare at Work and ability to interpret Teagasc policies and relevant legal frameworks.
* Experience in preparing workplace risk assessments and implementing safety policies and procedures.
* Experience with safety management systems and knowledge of public sector governance.
* Strong stakeholder relationships with government departments; proficient in MS Word, Excel and Outlook; strong verbal and written communication.
* EHS experience in food, pharmaceutical, quality or life sciences sectors and in agricultural settings.
* Commitment to ongoing personal and professional development; ability to work independently and as part of a team; problem solving and attention to detail.
* Flexible, proactive, and capable of guiding others toward appropriate safety actions while maintaining high standards of customer service.
* Commitment to Teagasc Together ethos and willingness to innovate in safety practices.

As this role involves driving vehicles, candidates must satisfy legal requirements to drive a car unaccompanied on Irish public roads during employment.
