The
Programme Manager- Senior Professional Level (Temporary 2-years
) will require a full complement of construction programme and project management technical skills and industry knowledge. The role will involve establishing and developing a project management unit (the Interim Project Management Unit) to coordinate and oversee the implementation of a range of initiatives/projects for the rejuvenation and improvement of Dublin City Centre. The Programme Manager- Senior Professional Level (Temporary 2-years) will form a strategic view when developing the overall work plan for the team, supporting the project managers with creating individual project plans and providing regular programme updates to the Executive Manager, City Coordination Office. Programme Manager- Senior Professional Level (Temporary 2-years ) will engage at a senior level with the relevant stakeholders across the public and private sectors.
Programme Manager- Senior Professional Level (Temporary 2-years ) will work within a multi-disciplinary team tasked with managing the delivery of the entire programme. This team will work with external public and private stakeholders and the successful candidate will work on all stages of the projects from inception to completion.
The Programme Manager- Senior Professional Level (Temporary 2-years) will work closely with the various committees and stakeholders to deliver the full range of services, implement local policy decisions, and deliver on strategic corporate objectives and in accordance with the general policy direction of Dublin City Council. Recognising Local Government as the main vehicle of governance and public service, the role will involve leading economic, social and community development, delivering efficient and good value services, and representing citizens and local communities effectively and accountably.
Qualifications
Eligibility for this competition is restricted to candidates who meet the declared qualifications for one of the three professional disciplines set out below (Senior Engineer, Senior Architect, or Assistant Chief Quantity Surveyor).
Senior Engineer
Character:
Each candidate shall be of good character.
Health:
Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
Education, Experience, etc.:
Each candidate must, on the latest date for receipt of completed application forms: -
(a) (i) hold an honours bachelors degree (level 8 on the National Framework of Qualifications (NFQ)) in Engineering accredited at CEng or CEng with FL level by Engineers Ireland;
OR
(ii) hold an ordinary bachelors degree (level 7 in the National Framework of Qualifications (NFQ)) in Engineering
AND
a post- graduate masters degree (level 9 in the National Framework of Qualifications (NFQ)) in Engineering;
OR
(iii) hold a masters degree (level 9 in the National Framework of Qualifications (NFQ)) in Engineering attained after completing an integrated masters level programme of at least 4 years duration and which is accredited at CEng level by Engineers Ireland or an equivalent accreditation body internationally;
OR
(iv) have achieved the registered professional title of Chartered Engineer and be registered on the Register of Chartered Engineers of Engineers Ireland or of a professional institute of another country and recognised by Engineers Ireland as of equivalent status;
(b) have at least eight years satisfactory relevant engineering experience including a period of not less than six years satisfactory experience in the direction and supervision of major engineering work;
(c) possess a high standard of technical training and experience and of administrative experience;
(d) have satisfactory experience at strategic management level;
(e) have a satisfactory knowledge of public service organisation or the ability to acquire such knowledge.
*A level 7 degree will be assessed on the basis that the period of study undertaken should be equivalent to at least 180 ECTS (European Credit Transfer Accumulation system) credits.
For international qualifications, the level of the qualifications will be determined using the NARIC Ireland Foreign Qualification database.
Fulfilling the eligibility requirements for these posts should not be taken as indicating that those qualifications would be acceptable for more senior engineering posts (i.e. Senior Executive Engineer and above)
Senior Architect
Character:
Each candidate shall be of good character.
Health:
Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
Education, Experience, etc.:
Each candidate must, on the latest date for receipt of completed application forms: -
a) hold a professional qualification in Architecture that is prescribed under the Building Control Act 2007, or a qualification in Architecture that is equivalent to a qualification so prescribed in Section 14 of the Building Control Act 2007 and;
b) Be eligible for registration as an Architect under the Building Control Act 2007 without requiring further assessment. Any appointment to the employing local authority will be subject to registration under the Act;
c) Have at least seven years satisfactory relevant experience of architectural work including a period of not less than five years satisfactory experience in a responsible capacity as team leader of multi-disciplinary design teams and the administration of construction contracts as Employer's Agent or equivalent role;
d) Have knowledge of the principles of Urban Design and planning policy and practice;
e) Have satisfactory experience at strategic management level;
f) Have satisfactory knowledge of public service organisation or the ability to acquire such knowledge.
Assistant Chief Quantity Surveyor
Character:
Each candidate shall be of good character.
Health:
Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
Education, Experience, etc.:
Each candidate must, on the latest date for receipt of completed application forms: -
a) hold a professional qualification in Quantity Surveying that is prescribed under the Building Control Act 2007, or a qualification in Quantity Surveying that is equivalent to a qualification so prescribed in Section 29 of the Building Control Act 2007,
and;
b) be eligible for registration as a Quantity Surveyor under the Building Control Act 2007 without requiring further assessment. Any appointment by the employing local authority will be subject to registration under the Act;
Candidates shall also:
(a) have at least nine years satisfactory relevant experience in quantity surveying;
(b) possess a high standard of technical training and experience;
(c) possess a high standard of administrative and strategic management experience; and
(f) have satisfactory knowledge of public service organisation or the ability to acquire such knowledge.
Duties
The duties of the post
include, but are not limited to, the following: -
* To co-ordinate and manage the development and implementation of the programme;
* To manage a portfolio of projects including capital projects and to prioritise and track progress;
* To research funding opportunities;
* To manage and supervise employees up to the position/grade of Project Manager or analogous grades and to ensure the training and development of such employees;
* To benchmark, measure, monitor and report on progress of the Programme both at the level of each individual action and at the strategic level;
* To engage with all stakeholders who are involved in the delivery of the programme, assisting them with the completion of their projects as identified in the programme plan, communicating regularly to ensure progress is maintained;
* To co-ordinate regular formal update meetings with stakeholders to coordinate efforts and identify actions that require undertaking and facilitate collaborative problem solving with a holistic approach;
* To deliver regular reporting on the implementation of the programme to Dublin City Council regarding any matters of funding, timelines, projects, etc.:
* To deliver a proactive communications strategy to promote the work of the Interim Project Management Unit;
* To support Dublin City Council and the Advisory Board in their work, including regularly briefing them on progress and key developments; organisation of meetings of various stakeholders; other relevant duties to enable them to discharge their responsibilities;
* To develop and maintain relationships with government departments and external agencies in accordance with policy and to ensure the agreements to co-ordinate work programmes are implemented;
* To achieve and maintain similar co-operation with local development agencies in accordance with evolving policy on the integration of local government and local and community development;
* To identify and agree work programmes, targets and deadlines and ensure their subsequent implementation;
* To promote safe work practices in the local authority generally and to ensure that all works in the areas for which they have responsibility are carried out in line with health safety and welfare legislation and regulation;
* To ensure compliance with corporate policies (Health and Safety, HR, Data Protection, Child Safeguarding etc.);
* To ensure good governance whilst acting in the public interest at all times;
* To uphold the corporate values of Local Government and the Council;
* To deputise as required;
* To undertake any other duties of a similar level and responsibility as may be required from time to time.
