Head of Health Service Executive (HSE) Funded Services

Position Description: To provide strategic leadership to the dedicated team within HSE Vocational Training & Adult Day Services, Festina Lente (herein referred to as 'Services') ensuring the highest standards of care, compliance, and service innovation

Department Name: Services

Reporting to: CEO

Based at: Festina Lente. The primary base for the position will be in our HQ at Old Connaught Avenue, Bray, Co Wicklow (relocating to Kilpedder, Co. Wicklow in 2 to 4 years).

Contract Type: Full-time Permanent, 39hr week (Monday to Friday)

Key Duties and Responsibilities

Strategic Leadership

1. Lead service planning and development in line with best practices and evolving sector trends.
2. Explore and develop opportunities to grow disability and supported employment services that feed into the wider national disability system and are aligned with the company's mission, vision, and goals of inclusion,
3. Collaborate with senior leadership to identify growth opportunities and enhance the scope of services offered.
4. Foster a culture of excellence, innovation, and continuous improvement across the multidiscipline team.

Service Oversight

5. Provide leadership and supervision to directly to the Vocational Training and Adult Day Services Manager and oversee the system of supervision and support provided to the Team Leader management structures within Festina Lente
6. Ensure all aspects of services provision meet or exceed regulatory, ethical, and professional standards.
7. Monitor Service Member outcomes and satisfaction, driving initiatives to improve quality of care.

Service Governance

8. Provide leadership to the team in the development and implementation of a robust governance framework to ensure accountability for the quality and safety of care.
9. Oversee systems for monitoring, evaluating, and improving performance and service member outcomes.
10. Foster a culture of continuous learning and quality improvement.

Regulatory Compliance

11. Ensure compliance with all relevant HSE regulations, national standards and accreditation standards.
12. Oversee the development, implementation and evaluation of policies and procedures to support safe, effective, and consistent person-centre plan (PCP) delivery.
13. Serve as the point of contact for accreditation and regulatory agencies during inspections or audits.

Team Development

14. Recruit, train, and mentor the team within Services fostering professional growth and development.
15. Conduct performance evaluations and provide feedback to enhance team performance.
16. Promote interdisciplinary collaboration and a supportive work environment.

Operational & Financial Management

17. Oversee the allocation, and utilisation of resources to ensure efficiency and effectiveness.
18. Manage budgets, ensuring cost-effective service delivery without compromising quality.
19. Ensure compliance with all legal, regulatory, and quality assurance standards (HSE, etc.).
20. Advocate for individuals' rights and well-being while ensuring the highest quality outcomes.
21. Manage budgets and resources efficiently to deliver sustainable services.
22. Proactively oversee risk management, safeguarding, and organisational reputation.

Stakeholder Engagement

23. Build strong relationships with service members, families, and caregivers, ensuring clear communication and satisfaction.
24. Develop strong and cohesive relationships across functions and within the Management Team in Festina Lente to ensure that the strategic objectives are delivered.
25. Partner with referral sources, community organisations, and healthcare providers to enhance service offerings and continuity of care.
26. Represent Festina Lente at industry events, conferences, and professional forums.

Knowledge, skills and abilities

27. Demonstrate a detailed knowledge of the issues and developments and current thinking in relation to best practice in integrated care and service delivery,
28. Strategic leadership and people management skills and experience,
29. Strategic planning and service development experience,
30. Exceptional knowledge of current policy and developments in the disability sector,
31. Excellent knowledge and understanding of New Directions, Person Centre Plans, the National Standards for Day Services for Adults with Disabilities, Trust in Care and Safeguarding of Vulnerable Adults,
32. Excellent knowledge and understanding of the Assisted Decision Making and Advocacy,
33. Demonstrate an understanding of budgetary expenditure, monitoring of same and has expertise in reporting, analysing and evaluation of data and significant experience in preparing management reports,
34. Demonstrate knowledge of the role of community health services in the broader health service structure and its relationship with external agencies,
35. Demonstrate a track record in health research management as relevant to this role,
36. Experience in business administration, operations and communications management,
37. Experience in starting and developing new service provision in partnership with the HSE

Education and Experience

38. Master's degree/Postgraduate in Healthcare/General Management or Business Administration,
39. Primary in a related field e.g. Social Care/Health Care/Youth Work/Psychology,
40. Minimum of 10 years managerial experience supporting adults with intellectual disabilities and/or autism and individuals with a range of support needs to include behaviours of concern, with at least 5 years in a leadership role within a similar healthcare setting,
41. Proven track record of managing teams and innovatively driving quality improvement initiatives,
42. Successful track record of planning and delivering organisational change in a complex environment involving multiple stakeholders through strong interpersonal and communications ability,
43. Proven experience of managing and working collaboratively with multiple internal and external stakeholders, as relevant to this role,
44. 5+ years senior management experience in a social care-related sector, overseeing services, staff, and significant budgets,
45. Strong ability to empower individuals, promoting independence and person-centred decision-making.
46. Full and clean Irish driving licence.

Language: Fluent English

Work Authorisation: Ireland, required
