Procurement & Facilities Expert
Our organization is seeking a highly skilled professional to join our Property & Facilities team as a Procurement & Finance Lead. This key role combines procurement expertise with the coordination of nationwide facilities operations.">
Key Responsibilities:
• Lead procurement activities in line with Irish public sector procurement rules and internal governance, using eTenders for tendering of facilities-related goods and services.
• Draft tender documentation including scopes, specifications, evaluation criteria, and business cases in collaboration with the Procurement Team.
• Manage the full procurement lifecycle: tendering, evaluation, contract award, and supplier performance monitoring.
• Create and manage purchase requisitions, verify supplier invoices, and reconcile transactions via the Integra Finance Management System.
• Support budget preparation and financial reporting for Property & Facilities projects.
Facilities Management:
• Oversee and coordinate national Facilities Management (FM) projects through third-party contractors managed by the Property & Facilities Unit.
• Issue work specifications, secure quotations, liaise with contractors, verify work completion, and process related invoices.
• Maintain the Building Works Register, documenting upgrades, installations, and maintenance tasks.
• Administer FM manuals and ensure procedures reflect current standards and health & safety compliance.
• Provide FM incident response support, ensuring safety protocols and professional management of issues.
Fleet Management:
• Coordinate fleet requests and oversee maintenance, servicing, insurance, tax, fuel cards, and toll tags to ensure full operational readiness and compliance.
Requirements:
• Minimum 3+ years experience in procurement, with proven exposure to public sector tendering, ideally within a semi-state or Irish government department.
• Strong working knowledge of eTenders, Irish public procurement regulations, and project administration.
• Experience managing third-party service providers and multi-site operations.
• Proficient in financial systems (e.g., Integra or similar), Microsoft Office, and reporting tools.
