Service Manager – Oaklodge
Job Title: Emergency Accommodation Service Manager – Oaklodge Reports to: Regional Managers
Location: Oaklodge, Clare St, Limerick City Contract: Maternity Cover – 8 months, start date 1st December 2025
Salary Details: €54,700
Job Purpose:
The Service Manager will oversee the day-to-day management and operation of Oaklodge Emergency Accommodation provision in accordance with Mid West Simon Communities appropriate guidelines, policies & procedures and in line with best practice.
The manager is required to establish and maintain an appropriate atmosphere conducive to the welfare and well-being of those accommodated, to motivate and lead a professional team of staff, and to liaise effectively with other voluntary and statutory agencies. There will be a strong focus on supporting people to exit homelessness in the shortest possible timeframe. The post holder will lead and motivate a team of staff, volunteers, and CE Workers, ensuring that the service provided through Mid West Simon Community is high quality, and responsive to the needs of Individuals accessing the service. The post-holder will promote the Mid West Simon Community's vision, principles, and objectives.
Main Duties & Responsibilities:
Staff management
· To lead and motivate staff and volunteers, including student placements, CE staff and promote trauma-informed principles throughout the service.
· To manage the service's annual budget and participate in quarterly budget review meeting with the Regional Managers and the Financial Controller.
· To liaise with supervisors to set clear objectives and performance targets and to regularly monitor performance against these targets, including regular supervision and appraisals.
· To manage the use of PASS and other databases.
· To build relationships within private rented sector, Approved Housing Bodies and Local Authority in order to secure swift move-on and appropriate accommodation for individuals.
· To ensure adequate structures and systems of formal and informal staff support are maintained.
· To establish good communication structures.
Service Management
· To develop an innovative service that meets the requirements as set out by key stakeholders and Mid West Simon Community.
· To ensure NQSF are implemented at all levels of service delivery.
· Liaise with key stakeholders and identify any gaps and blocks in service provision.

· Conduct regular reviews of the service to ensure that the project achieves the targets set out in relation to the performance indicators and standards for the service.
· To define and continually review the role of the service.
· Manage the service in an effective and efficient way ensuring that individuals are familiar with and are complying with the occupancy agreement.
· Engage with the local community and operate Mid West Simon Community's Good Neighbour Policy is always in operation and provides positive estate management.
· To promote joint working with other agencies and service providers to enhance the range of options offered to individuals. To particularly ensure that the service remains non-exclusionary and that an ethos of participation, activity and development of individuals is fostered.
· Ensure that expenditure is regularly monitored and maintained within agreed budget levels, monitoring arrears, voids and bad debts and ensuring prompt and appropriate action is taken in line with MWSC procedures.
· Maintain all internal administrative systems and records including personal records and recommend new procedures and policies as necessary in consultation with Regional Managers.
· Manager to cover on-call on a rota basis.
· Complete Payroll report for the Service.
· Complete Quarterly KPI Reports.
· Complete reports and proposals.
Health and Safety
· Ensure that fire procedures and health and safety requirements are implemented in line with legislation.
· Manage risk in the service.
· Liaise as appropriate in respect of the management and maintenance requirements of the projects meeting agreed response targets.
· Liaise with Health and Safety manager as appropriate to ensure regular inspections and drill occur.
Strategy
· Regularly review the internal strengths and weaknesses of the project and related and
services agree action to improve performance in conjunction with the Local
Authority and HSE.
· Contribute to the review and development of and gain support for Mid West Simon Community's vision, aims, principles and objectives.
· To support the development of a new service in line with Local Authority, HSE and Mid West Simon Communities vision for the provision of emergency accommodation into the future.

· To represent Mid West Simon Community at meetings conferences, seminars, and other events where relevant.
· To project a positive image of the Mid West Simon Community at all times.
· To maintain confidentiality on all matters relating to individuals and general Mid West Simon Community business.
· To adhere to all Mid West Simon Community Policies and Procedures currently in operation.
· Any other duties as may be from time to time requested by management.
Person Specification: Essential:
· A minimum of five years' experience working in a similar role within a social care setting. Degree in social care (Minimum level 8) or a related discipline.
· Must have previous experience of working effectively within a team environment, in a leadership position.
· Excellent administrative, financial management and reporting experience. Excellent understanding of Homelessness and related issues.
· Experience of contributing to the review and development of services within a social care/housing setting.
· Candidates must be extremely motivated, highly organised and have the ability to delegate effectively.
· Computer literate.
· An ability to develop and promote a culture of understanding, ownership, and delivery of the organisations vision.
· Up to date on national changes and developments and how these may positively impact our organisational practices.
· Measures client outcomes through continuous evaluation of services
· Drives and maintains a culture of expected standards of behaviour within the organisation. Contribute to and enhance the working environment in order to positively influence the team culture.
· Communications and media relations experience.
· Open minded and responsive to change.
