Grade V HR Information Systems Analyst – Temporary Specified Purpose Contract

Reports to: Deputy HRIS Manager
Salary: Appointment will be made on a Grade V Officer salary scale at a point in line with Government Pay policy. €51,718 to €61,866 LSI.
Hours of Work: Full-time 35 hours per week

Overview
The Temporary Grade V will support the migration of historical sick leave data from the legacy Storm system into SAP and strengthen audit, compliance, and reporting processes post-migration. The role will also contribute to report development, support the implementation of new SAP functionality, and assist in designing standard operating procedures (SOPs) to embed best practice in HR systems and compliance. A strong commitment to the ethos and purpose of patient care, as well as alignment with the hospital’s vision and values, is essential.
Responsibilities
* Sick Leave Data Migration & Reconciliation
o Extract, transform, and migrate historical sick leave data from Storm to SAP in line with national policy on sick leave calculations.
o Align data structures and mappings with SAP requirements.
o Validate data for completeness, accuracy, and consistency.
o Perform reconciliation between legacy and SAP systems.
o Review compliance with hospital policies, regulations, and audit standards.
o Recommend improvements to strengthen auditability and controls.
* Audit Reporting & Transaction Reporting
o Design, develop, and maintain reports on sick leave and other HR/Payroll transactions.
o Implement automated data validation checks and exception monitoring.
o Create dashboards and scheduled reports for HR, Payroll, and relevant stakeholders.
o Provide data extracts, walkthroughs, and documentation for internal/external stakeholders.
* Compliance, Documentation & SOP Development
o Document data migration procedures, mapping rules, and audit findings.
o Develop standard operating procedures (SOPs) to support leave management, audit readiness, and compliance activities.
o Ensure historical leave records are reportable and auditable within SAP.
o Support definition or refinement of compliance rules (e.g., leave limits, carry-over policies, and documentation requirements).
* Post-Migration Support & New Functionality
o Contribute to the design, testing, and rollout of system enhancements.
o Provide training and knowledge transfer sessions for HR and other relevant stakeholders.
o Monitor ongoing leave activity and support compliance trend analysis.
* User Engagement, Training, and Support
o Provide guidance and support to employees and managers on relevant policies, procedures, and system usage.
o Respond to user queries in a timely manner, ensuring issues are logged, escalated (where required), and resolved in line with SLAs.
o Train users across departments, including the development of training materials, SOPs, and delivery of workshops.
o Support the rollout of the system to additional staff groups when relevant.
* Quality Improvement and Change Management
o Embrace a continuous improvement mindset and contribute to the ongoing enhancement of systems, structures, and service delivery.
o Support the implementation of national circulars, guidelines, and local changes within agreed timeframes.
o Participate in HR projects and hospital-wide initiatives related to workforce and technology improvements and any other initiatives that may be assigned.
o Assist in internal audits and external reviews, including data submissions to regulatory bodies such as the HSE.
o Be aware of the core objectives, standards, and KPIs for the service, and contribute to the monitoring of performance against these standards.
o Participate in the requirements of the hospitals accreditation process and risk management programme.
o Work with team members to devise Standard Operating Procedures for the development of the Department.
o Play a leading role in ensuring a culture of safety.
* Governance, Compliance, and Organisational Alignment
o Ensure compliance with all hospital guidelines, policies, procedures, GDPR, and relevant legislation and regulatory requirements.
o Support the development of action plans and project documentation for key system and process changes.
o Develop and maintain yearly audit plans for HR analytics and ensure relevant audits are completed.
o Represent the HR department at internal and external stakeholder meetings as required.

* Communication
o Facilitate effective communication with the Senior Executive Team, HR colleagues, Committees, Beaumont staff and their representatives, and other stakeholders.
o Maintain a professional and courteous manner when dealing with all staff, ensuring issues are addressed respectfully and efficiently.
o Deliver presentations and communicate effectively with team members to educate and inform them on system strategies, enhancements, and best practices.
o Manage incoming queries directed to the HRIS or wider HR team, assess, triage, record, and ensure timely follow-up or escalation as appropriate.
o Foster cross-departmental collaboration to deliver high-quality, customer-focused service across the hospital.
o Carry out additional duties as reasonably assigned by the Director of HR, including tasks related to wider HR Directorate functions.
Qualifications
Mandatory
* In exercise of the powers conferred on me by Section 22 of the Health Act 2004, I hereby approve the qualifications for the appointment and continuing as Staff Officer, Grade V in the HSE.
* Eligible applicants will be those who on the closing date for the competition:
o Have satisfactory experience as a Clerical Officer in the HSE, TUSLA, other statutory health agencies, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004.
o Or have obtained a pass (Grade D) in at least five subjects from the approved Leaving Certificate list, including Mathematics and English or Irish, with at least Grade C on higher level in three subjects.
o Or have completed a relevant examination at a comparable standard in another jurisdiction.
o Or hold a comparable and relevant third level qualification of at least level 6 on the National Qualifications Framework (QQI).
* Age: An age restriction applies only to non-new entrants as defined by law.
* Health: Candidates must be fully competent and capable of undertaking the duties and be in good health.
* Character: Candidates must be of good character.
* Desirable
o Sound knowledge of HR practices and policies or equivalent.
o Technical Skills: Proficiency with HRIS systems (e.g., SAP or equivalent).
o Attention to Detail, Communication, Problem-Solving, and Organizational Skills.
o In-depth familiarity with MS Office Suite and BI tools for reports and dashboards.
o Experience in healthcare, system upgrades or module rollouts, and project management.
