Public Affairs Manager

Location: Dublin (hybrid)

Job Type: Permanent, full-time

Reports to: Public Affairs Lead

About Our Client

Our client is the State’s dedicated affordable-housing delivery body. Their mandate is to acquire and develop public and other lands to address Ireland’s housing needs. Construction is already under way on multiple State-sourced sites, with a direct-delivery pipeline exceeding 19,000 homes and an additional 8,000 homes to be delivered in partnership with private developers through Project Tosaigh. Beyond delivery, our client also undertakes research, master-planning, and the development of construction guidelines and best practices for the sector.

The Role

Reporting to the Public Affairs Lead, the Public Affairs Manager will drive our client’s public-affairs and communications strategy across multiple channels and platforms. Key focus areas include government and political engagement, media relations, stakeholder management, and internal communications. The ideal candidate thrives in a dynamic environment and has a strong grasp of Ireland’s political and media landscapes.

Key Responsibilities

* Implement the public-affairs and communications strategy through proactive government, political, and stakeholder engagement.
* Partner with internal business units to identify and deliver policy campaigns that advance the organisation’s mission and values.
* Build and maintain strong internal and external networks to maximise awareness of the organisation’s work.
* Monitor political and environmental issues affecting the housing sector; develop solution-focused strategies to mitigate risks.
* Draft communications content—briefing documents, responses to Oireachtas members, speeches, press releases, policy papers, etc.
* Plan and execute public-affairs events.
* Support the Executive Management Team in driving internal and external engagement.

Knowledge, Skills & Experience

* 5+ years in public-affairs, government relations, or communications roles.
* Established network of political contacts and relevant stakeholders.
* Strong leadership skills and experience managing diverse stakeholder groups.
* Strategic thinker with deep interest in political and media landscapes.
* Exceptional verbal and written communication skills; keen eye for detail.
* Highly organised, flexible, and adept at balancing priorities and resources.
* Sound judgment, tact, diplomacy, and professionalism.
* Positive “can-do” attitude, ability to maintain confidentiality, and proven team player.
