Director of Construction
Definition: The Director of Construction leads the MDTA’s Construction Program, overseeing delivery of a $5.1 billion capital program within the 6‑year Consolidated Transportation Plan, including major projects such as the Francis Scott Key Bridge rebuild. This role manages planning, procurement, and execution of complex infrastructure projects focused on safety, capacity, and asset preservation, including bridge and highway rehabilitation, facility upgrades, environmental compliance, and hazardous material remediation.
Duties
Provides executive leadership to a workforce of approximately 150–200 employees and consultant staff, including hiring, performance management, work assignment, and professional development of managers, supervisors, and technical staff such as Certified Construction Managers (CCM) and Professional Engineers (PE).
Oversees Architectural/Engineering (A/E) service contracts supporting program delivery, with a total value of approximately $327M.
Directs development and management of the Division’s Capital and Operating Budgets, including forecasting, cash flow, expenditures, and approval of budget adjustments.
Establishes organizational structure and staffing strategies, including assessing workforce needs and procuring contracts to supplement staff.
Delegates program responsibilities to leadership staff and reviews recommendations to ensure alignment with program goals and performance expectations.
Oversees contract administration, including resolution of issues impacting cost and schedule.
Ensures compliance with applicable federal and State regulations, policies, and standards.
Qualifications
Education: Bachelor’s degree in construction management, engineering, or a related field is preferred.
Experience: Eight years of construction management experience in a supervisory position; four years of experience managing complex transportation construction programs; experience leading a large team of construction professionals and consultants in complex construction projects is highly preferred.
Preferred Qualifications:
Project Management Professional (PMP) or Certified Construction Manager (CCM) Certification.
Experience leading large, multidisciplinary construction teams.
Expertise in managing complex transportation programs.
Experience managing capital and operating budgets.
Strong project management skills.
Experience developing construction policies.
U.S. Armed Forces military service experience, as defined under the Minimum Qualifications, may be substituted for the required education and experience on a year‑for‑year basis.
Licenses & Certifications: Applicants must possess a Driver's License valid in the State of Maryland. Applicants must list the license number and date of expiration on the application.

Work conditions can vary while in the field or on job sites, sometimes involving exposure to hazardous situations such as heavy traffic, high‑speed vehicles, extreme temperatures, inadequate lighting/nighttime construction activities, and work at heights. Employees are required to wear appropriate protective equipment, including face coverings, reflective safety vests, hard hats, eye protection, gloves, and steel‑toed safety shoes when on construction or campus facility sites.

Director of Construction will report directly to the Chief Engineer. The current vacancy is located in Baltimore County, MD. Hybrid telework schedules may be available for this position.
