Summary: A well established higher education institution in Cork is seeking a Project Manager to support capital programmes and strategic plans.
The successful candidate will manage various projects including liaising with project stakeholders and co-ordinating the activities of consultants & contractors.
It is essential that the candidate has an in-depth working knowledge and previous experience of working on GCCC Public Works Contracts.
The candidate must have a detailed knowledge of all recent developments in the construction industry with respect to Public Sector projects.
Responsibilities: Support the delivery of the capital program ensuring the timely implementation of approved projects.
Assist in the development of project & design briefs for projects for the purpose of providing them to design teams, contractors, specialists, construction management firms etc.
for selection and awarding contracts.
Assist in preparing business cases to include early accurate budgeting for capital and life cycle costs including Cost Benefit Analysis, Single Appraisals, Multi Criteria Analysis and the like.
Compliance with the Capital Projects Procedures Manual Input into Risk Management Register.
Assist in managing the procurement of project implementation teams (project management, cost, design, construction, facilities management) as appropriate to ensure effective project implementation.
Co-ordinate and manage Permit(s) to Work including reviewing risk assessments and method statements (RAMS).
Liaise with the Safety Office on all interfaces Monitors the Contractors activities for compliance with the contract documents including conformance with appropriate quality standards & Specifications, applicable laws and regulations and permit to work and lock- out / tag-out procedures.
This will be done with support from the Design Team.
Ensure that all procurement compliance requirements are met.
Assist in managing projects to successful completion in line with KPIs of cost, quality, time, sustainability, O&M documentation, and safety.
Ensure orderly transition of projects from construction to operation phase.
Carry out post projects reviews, revising procedures in response to lessons learned Provide input to the project audit process.
Ensure the efficient capture and storage (including electronic) of all essential project data.
Provide interim project reports in agreed format on project status and progress.
Manage designated project activities (e.g.
costs, time and materials, schedules, budgets, change orders, etc.) for the purpose of ensuring objectives are achieved within budget and timeframes and in compliance with established requirements.
Development and implementation of Project Execution Plans & Procurement Plans for Capital Projects.
To liaise with end users and other stakeholders in the establishment of the Client Brief.
Ensure the implementation of Higher Education Authority, ERDF procedures, or those of other funding authorities including interim reports to funding agencies.
Liaise with internal system owners through the planning and design process and supervision of construction work.
Ensure all activities are compliant with the Quality Management system and Capital Project Office Procedures.
Carry out any additional duties as may reasonably be required within the general scope and level of the post.
Good knowledge of the Public Spending Code as published by the Department of Public Expenditure and Reform.
Qualifications & Experience: Graduate in a directly relevant Construction Management, Project Management, Engineering, Quantity Surveying, Architecture, other related discipline, 10-15 years experience in Project Management role on construction projects.
Experience of working on projects acting on behalf of the Client.
Substantial experience of large scale multi-disciplined complex public sector buildings in a campus setting from inception to completion.
Significant experience of working with major historic sites and listed buildings.
Significant experience of highly serviced and diverse building types.
Significant experience of delivery of projects in a live environment with public access.
Experience in delivery of sustainable buildings.
Experience of managing projects to successful completion in line with KPIs of cost, quality, time, sustainability, O&M documentation, and safety.
Experience of cost management on public works construction projects.
A detailed knowledge and experience of relevant National and EU procurement rules, public works contracts & capital works management framework documentation, Detailed knowledge of the Irish construction regulatory environment.
Knowledge and experience of planning procedures and protocols.
Detailed knowledge of the SHa WAW Act 2005 and its associated regulations, in particular the 2013 Construction Regulations and their application to this position.
ICT competence to a high level.
BIM capability & BIM experience desirable.
Proficient in Microsoft Office 365 suite of documents, Microsoft Project, Auto CAD and / or Revit.
Proficient in Adobe Professional.
