The Role:
The Commercial Function within the Infrastructure Delivery Directorate is responsible for providing the Directorate with the expert commercial and contract management knowledge that is required to deliver the Capital Investment Plan. As the commercial center of excellence driving consistency in the commercial management of contractual arrangements, this team works to minimise risk and increase efficiency in the delivery of the CIP. They are responsible for building commercial competence and capability within the directorate, increasing and evidencing value, whilst reducing commercial, quality and supervisory risk from the way in which the portfolio is delivered. There are three core departments within the Commercial Function, namely Commercial & Contract Management, Estimation and Cost Intelligence and Construction Services.
The Construction Services team is responsible for maintaining a strategic oversight of the role of site supervision and Project Supervisor Construction Stage (PSCS) in the planning and delivery of construction activities across the directorate. This team is tasked with the management of quality and supervision resources across the delivery portfolios, with dedicated teams for the management of field and resident engineering staff, both internal and external, along with a quality team tasked with the management and investigation of quality issues across the directorate, including the supervision and audit of PSCS activities.
Reporting to the Quality Manager, the Quality Technical Lead will provide expertise on and contribute to the quality management and delivery of the projects and programmes in the construction phase, including: ensuring the quality delivery, review during and after construction phase to ensure best practice. construction risk mitigation, programme change control, coordination with Asset Operations and service providers, health and safety compliance, ensuring adequate data capture and documentation.
Main Duties and Responsibilities:
* Drive and implement quality control and assurance activities on the IDD construction phase on UÉ sites to ensure effective and efficient delivery and mitigate construction risks.
* Support the construction & Quality manager to deliver quality management and driving towards ISO standards across IDD.
* Ensure the Identification of quality management opportunities across IDD and monitoring improvements in the ways of working.
* Liaise with Supply Chain to ensure integration of quality requirements to tender/contract documentation.
* Support the Quality Manager to undertake quality review during and after construction phase to ensure best practice solutions are embedded.
* Responsible for defining work packages across the construction and quality team.
* Provide input on the appropriate selection of construction methodologies and strategies.
* Liaise with Asset Management to ensure adherence and application of quality standards, codes of practice and specifications.
* Responsible for reporting on construction and quality best practice to ensure UÉ are adhering to construction methodologies and governance frameworks.
* Monitor on site construction for compliance with the Safety, Health & Welfare at Work regulations.
* Review construction quality onsite and input into technical and contractual matters, and prepare necessary reports on same.
* Act as an advisor to the commercial and delivery teams where there is a quality issue in the construction phase of the project driving for resolution to ensure delivery of programmes/projects.
* Contribute to the development of project execution strategy and value engineering to optimise future outcomes and satisfy stakeholder requirements.
* Enhance company reputation by proactively exploring opportunities to add extra value to project accomplishments.
* Contribute to effective communication and consultation within IDD and co-ordinate with specialist functions.
* Ensure alignment to UÉ construction practices, and maintain up to date knowledge on industry best practice.
General Duties and Responsibilities
* Collaboration with key internal stakeholders across the UÉ business
* IDD Delivery teams,
* Asset Management & Sustainability, including Environmental Regulation,
* COO – Asset Operations,
* Business Services – Supply Chain,
* People & Safety – HSQE Quality team.
* Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.
* Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
* Other duties as required.
Knowledge, Skills and Experience:
* Relevant third level qualification and or accreditation is desirable
* A minimum of 5 years’ experience in the water, utilities or similar industries is desirable and or relevant experience
* Ability to develop and maintain effective strategic partnerships with key stakeholders internally and externally
* Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate information to others
* Demonstrable experience in developing and improving way of working and points of escalation
* Highly motivated individual, working to the highest professional standards and with proven ability to deliver results
* Strong analytical skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions
* Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements
* Experience in contributing to a safe working environment by checking regularly that safety and wellbeing practices are being followed
* Proactively identifying new areas of improvement and using newly gained knowledge and skill on the job

Please note the Market reference point (midpoint) of the range is generally the upper end of the offer where someone is deemed to be fully competent to take on the duties of the role, and leaves room for the employee to progress through the pay range as their experience develops further.
