Job Description

Lead Commercial Process, Compliance & Audit activity to ensure compliance with the clients Governance, policies and procedures, supporting the Procurement and Delivery teams in delivering economic, environmental and social outputs in the clients' business case. Liaise and influence procurement and delivery teams in delivering their procurements within process and in meeting all assurance and audit needs.

Principal Accountabilities

* Lead point of contact and advice for procurement and delivery teams for Process, Compliance and Audit.
* Work closely with Project Controls, the head of Procurement Operations and all procurement leads to co-ordinate and manage audit activity.
* Support the Head of Policy & Assurance in developing the clients' Procurement policies, strategies and delivery plans. Support the development of the Procurement Code, ensuring the teams are able to comply with all compliance and audit needs.
* Develop and maintain plans, management controls, information processes and systems to support the timely delivery of all assurance and audit activity.
* Support the Head of Commercial Policy & Assurance to deliver LoD1 (interdepartmental) - lead a complete review of a version-controlled set of documents and provide a concise, professional report to the authors and the appropriate Governance authority. Provide a summary assurance statement and a log of issues to be addressed.
* Support the Head of Commercial Policy & Assurance to deliver LoD2 (Semi-Independent) - work with the PMO team to effectively plan the LOD2 activity and provide a collated and version-controlled set of documents to support the LoD 2 activity.
* Support the Head of Commercial Policy & Assurance to deliver LoD3 (Full Independent) – support the PMO team in their management of the LoD3 activity by providing a collated and version-controlled set of documents.
* Provide accurate and timely information about progress and plans to the leadership team and project controls via monthly commercial and procurement progress reports.
* Participate in any progress meetings to discuss procurement and audit plans and progress.
* Take reasonable care of your own and others’ health, safety and wellbeing by taking personal responsibility for working to the clients' Target Zero principles.
* Co-operate with the clientin all matters relating to health and safety, always following safe working procedures.
* Act as a role model for theclients' vision and values, behaving in ways that are aligned to the clients'Ways of Working. Encourage and support others to do so too.
* Promote equality in the workplace and adopt appropriate behaviour when interacting with colleagues.
* To support the teams in meeting a dynamic and challenging commercial and procurement programme.
* Manage multiple stakeholders to facilitate an effective and rigorous compliance and audit process.
* Accommodate change while maintaining programme and achieving the clients objectives.
* Perform additional tasks, activities, or other duties as required or assigned as part of the role.
* Take necessary care to properly protect the confidentiality, integrity and availability of corporate information from unauthorised disclosure, modification or destruction. Never knowingly put the clienbts' information or information systems at risk.
Qualifications
* +10 years' experience of public sector e-procurement and constraints. Have a good understanding of business and procurement management systems.+5 years’ experience working on metro rail projects or projects of a similar scale and complexity.
* A professional qualification such as Chartered Institute of Procurement & Supply (CIPS), Royal Institute of Chartered Surveyors (RICS) or relevant equivalent e.g. Membership of Institute of Management Consulting or Association of Project Management is desirable.
* Experience of compliance, assurance and/or audit in public sector procurement. Have a good understanding of business and procurement management systems.
* A thorough understanding of procurement of European procurement directives, EU public/utilities civil, contract law and construction procurement as a client or for client bodies.
* Knowledge and understanding of the complete procurement contract management and supplier relationship management cycle
* Knowledge of the NEC and Public Private Partnership (PPP) public concession and Infrastructure Services other standard contract forms and commercial risks.
* Experience with the procurement of EU Procurement Directives, and construction procurement as a client or for client bodies.

Skills

* Knowledge of EU Procurement Directives and Irish National Regulations and laws including EU Regulation 2016 (S.I. 286/2016) and Regulation (EC) No 1370/2007.
* Procurement forms of contract.
* Knowledge of Contract Management and Administration.
* Knowledge of Risk and Value Management and Change Management.
* Knowledge of Document Management processes and systems.
* Ability to provide strategic leadership and direction in compliance within a large and complex organisation leading and managing compliance teams and guiding high value strategic procurement activities at a senior level.
* Ability to develop successful commercial relationships that have benefitted programme performance and delivery metrics.
* Strong ability to write, document, and maintain technical standards, guidelines, and workflows.
* Strong attention to detail and accuracy in developing structured documentation and ensuring compliance with standards.
* Excellent communication and collaboration skills, with the ability to translate complex information management concepts into clear, actionable guidance and co-ordinate and communicate important information across team
* Assess, refine, and continuously improve information management protocols and documentation.
* Ability to work in a collaborative manner that is positive, open, transparent and is a clear and is an effective communicator to foster a committed, strategic, innovative and inclusive culture.
* Ability to operate and execute effectively in a dynamic, fast-paced environment with multiple priorities and challenging deadlines.
* Ability to work effectively within a cross function multi-disciplinary functions matrix environment while ensuring that all procurement related tasks are conducted in a timely and accurate manner.
* Strong team leadership skills with an ability to influence to drive effective decision making and effectively balance people and processes.
* Strong ability to multitask, prioritize, and work well under pressure to meet established deadlines.
* Well-developed interpersonal and communication skills along with high personal motivation and energy.
* Ability to develop long term relationships with all the clients' Directorate wide team members.

Formal Education Qualifications

* Minimum level 8 degree in engineering, construction or a related subject matter or equivalent experience.
* Advanced Diploma in Public Procurement Law (King’s Inns) or equivalent is desirable

Professional Memberships

* A professional qualification such as Engineers Ireland (IE), Institute of Civil Engineers (ICE), Chartered Institute of Procurement & Supply (CIPS), Royal Institute of Chartered Surveyors (RICS) or relevant equivalent.
* Membership of Institute of Management Consulting or Association of Project Management or Project Manager Institute (PMI) is desirable.
