The Role South Dublin County Council provides a broad range of services to a population of 301,000 people on a daily basis. Under the direction and supervision of the appropriate line manager, the position involves the provision of such engineering or ancillary services as may be required by the Council in the exercise and performance of any of its powers, functions and duties. The main duties would depend on the actual post, but in general terms Assistant Engineers work in the Climate Action Directorate and in the Planning and Transportation Directorate. There are also engineering roles in the Housing, Social and Community Development Directorate and in the Economic, Enterprise and Tourism Development Directorate: The Climate Action Directoratehas thefollowingsections where Engineers are assigned: Natural Water and Flood Management South Dublin County Council (SDCC) is responsible for the operation and maintenance of a stormwater network of approximately 900 linear km. The sections main objectives are to protect and improve the quality of South Dublins water bodies, including rivers, streams. lakes, ponds, and wetlands etc., and to remove/reduce pluvial and fluvial flood risk in South Dublin, whilst maintaining, improving and expanding the stormwater network to cater for an expanding population, increased developments of lands and changes in climate. A critical aspect of this work is the promotion and implementation of Sustainable Drainage (SuDs). As part of the continued improvements to mitigate against flood risk, due to factors such as network capacity and climate change, SDCC delivers a minor works programme and various capital projects. SDCC also works in partnership with the Office of Public Works (OPW), to undertake large flood alleviation schemes. Inrelationtowaterqualityandtheprotectionofournaturalwaters,SDCCWaterPollution team actively monitorthe waterquality of thecountysriversandstreams.Thecouncilistaskedwith respondingtowaterpollutionincidents,withtheaimofidentifying andrectifyingthepollutionsource.Theteamworkstodeliverthe requirements of the RMCEI, NationalAgricultural Inspection Programme,andprogressactionstosupporttheWaterActionPlan 2024.. TheNaturalWaterandFloodManagementteamworkcloselywith theClimateActionteamtodeliverclimateactionsintheareaof Flood Resilience, under the Climate Action Plan 2024-2029. Mechanical section South Dublin County Council operates a fleet of approximately 250 vehicles. The Mechanical Section is responsible for the sustainable, efficient and cost-effective management of the council fleet and stormwater pumping station sites. A key part of the operations is the implementation of the fleet decarbonisation and renewal strategy, with a focus on energy efficiency and reducing CO2 emissions in line with national climate action targets. Climate Change SDCC have a robust Climate Action Plan (CAP) in place for 2024-2029 to meet our targets for carbon emissions, energy reductions and to reduce the impacts of climate change, ensuring that policies and strategies align with the national plans and legislation. The team facilitates delivery of projects identified in the CAP across six action areas including Energy and Buildings, Transport, Flood Resilience, Nature Based Solutions, Circular Economy and Resource Management, and Community Engagement, while working with other SDCC departments, Local Authorities, state bodies,relevant stakeholders and communities in South Dublin. Climate Action Delivery In line with SDCC Climate Action Plan (CAP) 2024-2029, SDCC are delivering climate action projects including, but not limited to, the delivery of Energy Performance Contracts for the large SDCC owned buildings, the retrofit of public buildings, development of public EV charging infrastructure, installation of solar panels on council owned buildings and lands, and the continued development and expansion of district heating. The team works to identify opportunities to improve energy efficiency and to reduce carbon and greenhouse gas emissions. One such aspect is the implementation and management of ISO 50001 (Energy Management System), which will identify continued opportunities to reduce energy demand and emissions. Public Realm Management of public realm areas including parks and open spaces, Integrating and improving green infrastructure and managing climate action by measures such as the enhancement of biodiversity and the integration of sustainable urban drainage into public realm areas in the development of the county. Design and project management of new, and upgrade of existing, recreational infrastructure in parks and open spaces. Maintaining and operating existing facilities such as parks, pitches, playgrounds, burial grounds and street cleaning. Enforcement and Licencing The Waste Enforcement and Licencing section has responsibility for monitoring and enforcing waste related activities subject to the Waste Management Act 1996, as amended and other EU and national waste legislation and policy. It works with other local authorities, the EPA, the NWCPO and other stakeholders to deal with environmental waste crime. It carries out onsite inspections of waste facilities, waste collectors, construction sites, and residential and commercial properties to ensure compliance with the various byelaws and regulations under its remit. Waste Management The waste management section is responsible for the after care of Arthurstown landfill, Friarstown tiphead and all historic landfill sites. The section is also responsible for managing the service concession contract for the operation of the Ballymount Civic Amenity Recycling Centre and the operator licence for the Ballymount Waste Transfer Station and includes ensuring compliance with the EPA waste licence for the facility. Other areas of responsibility are the implementation of the community recycling strategy, the management of the regional glass recycling service within South Dublin County and the services provided by textile recycling operators on South Dublin County Council sites. The waste management section also has responsibility for the management of the road sweeping and associated services contract. The work of the section is expected to change and expand as circular economy initiatives commence and develop. Emergency Planning SDCC Major Emergency Management Team is responsible for SDCCs obligations as a Local Authority under the national Framework for Major Emergency Management and are active participants at local, regional and national level committees dealing with various aspects of major emergencies and delivering training and exercises on an interagency basis. The team is responsible for liaising with the Principal Response Agencies and multiple other agencies. They coordinate SDCCs Crisis Management Team, Severe Weather Assessment Team and ensure that the Major Emergency Plan, and all sub plans, are kept up to date, amongst other functions. Active Travel This Active Travel section manages the design and construction of new and improved walking and cycle infrastructure. The Planning & Transportation Directoratehas Engineers assigned to the following sections: Road Maintenance and Town Centre improvements The Road maintenance section is responsible for the maintenance and upkeep of the roads, bridges and footpaths in the county. Works include preparation of roadworks and footpath programmes as well as the design and delivery of improvement schemes for the Countys town centres, villages and district centres. This includes in-house design work, preparation of tender documents supervision of contractors and direct labour crews on site. Inputting of Road schemes on Maproad system. Carrying out yearly survey of road condition. Traffic Management and Roads Forward Planning Traffic section is responsible for planning for the provision of a sustainable transport network across the County including working with key stakeholders at National Transport Authority (NTA), Transport Infrastructure Ireland (TII) and Irish Rail to support delivery of new and improved public transport and active travel measures. Preparing transport plans and strategies for the roll out new and improved transport infrastructure. Thissectionalsomaintainsandimprovestrafficmovements across the Countythrough the design and deliveryoftraffic managementschemes,newsignageandtrafficsignals.Thisrolealsoincludesthe deploymentofIntelligentTrafficsystemsand real time traffic information Taking in Charge and Building Control This section is responsible for Building Control and the Taking in Charge of completed developments. Public Lighting Services ManagesandupgradesthepubliclightingstockintheCounty. Road Design and Construction This section manages the design and construction of new and improved roads. Theofficeiswholetime,permanentandpensionable.Apanelwillbe formedtofillpermanentandtemporaryvacancies.Personsemployedwill berequiredtoworkinanylocationwithintheSouthDublinadministrative area. Salary €47,270 - €49,938 - €51,906 - €53,948 - €56,040 - €58,166 - €60,312 - €62,458 - €64,604 - €66,753 - €68,914 - €71,123 (1st LS1) - €73,335 (2nd LSI). Hours of Work The successful candidates normal hours of work will be 35 hours per week. SDCC reserves the right to alter your hours of work from time to time. Essential education, training and experience Each candidate must, on the latest date for receipt of completed application forms: (a) (i) Hold at least an ordinary bachelors degree (Level 7 or higher on the National Framework of Qualifications (NFQ)) in Engineering; OR (ii) Hold an ordinary bachelors degree (Level 7 or higher on the NFQ) and a postgraduate masters degree (Level 9 in the NFQ) in Engineering; OR (iii) Hold a masters degree (Level 9 on the NFQ) in Engineering attained after completing an integrated masters level programme of at least 4 years duration and which is accredited at CEng level by Engineers Ireland or an equivalent international accreditation body. (b) Have at least two years satisfactory relevant engineering experience. (c) Possess a high standard of technical training and experience. (d) Have a satisfactory knowledge of public service organisation or the ability to acquire such knowledge. Note: A Level 7 degree will be assessed on the basis that the period of study undertaken should be equivalent to at least 180 ECTS credits. For international qualifications, the level will be determined using the NARIC Ireland Foreign Qualification database and assessed in accordance with the Washington Accord. Overseas qualifications must be accompanied by a translation document. Fulfilling the eligibility requirements for this post does not mean these qualifications will be acceptable for more senior engineering posts (Senior Executive Engineer and above), which have different eligibility criteria. Desirable education, training and experience Satisfactory engineering experience, with the ability to work within multidisciplinary teams and to self-motivate to achieve good performance. Demonstrable relevant experience in civil engineering works. Strong interpersonal and communication skills. Strong organisation and IT skills. Good working knowledge, or the ability to develop such knowledge, of the legal, regulatory and governance framework within which the County Council operates, and adherence to corporate policies, protocols and procedures. Good knowledge and awareness of health and safety legislation and regulations, their implications for the organisation and the employee, and their application in the workplace. Ability to manage financial resources within a budgetary control framework. Blended working SDCC supports flexible, balanced working and operates a Blended Working Policy under the Work Life Balance and Miscellaneous Provisions Act 2023. Successful candidates in suitable roles may apply to work remotely up to two days per week after six months continuous employment, subject to service needs. Probation New appointees serve a probationary period of one year (extendable at the Chief Executives discretion) and may be terminated with one weeks notice under the Minimum Notice and Terms of Employment Acts. Service must be certified satisfactory; existing local authority officers who have already completed probation need not repeat it. Salary / wages Entry point on the salary/wage scale is set in line with Department of Housing, Local Government and Heritage circulars. Those not serving in a local authority on or after 1 January 2011 must start on the minimum point of the scale, and rates may change in line with Government policy. Duties (general local authority provision) Under Section 159(3) & (4) of the Local Government Act 2001, employees perform executive, administrative, technical or management duties as directed by the Chief Executive or delegated officer, including servicing committees and related functions, and may be required to act for a higher-level officer. Residence Post-holders must live in the district in which their duties are performed or within a reasonable distance, as determined by SDCC. Outside employment Employees may not engage in private practice or outside business that interferes with official duties. Superannuation contribution Local Government (Superannuation) (Consolidation) Scheme 1998 may apply. Contributions: Class A PRSI: 1.5% of pensionable remuneration + 3.5% of net pensionable remuneration Class D PRSI: 5% of pensionable remuneration Spouses and Childrens / Widows & Orphans Contributory Pension Scheme continues to apply. New entrants join the Single Public Service Pension Scheme, which is contributory and provides pension, gratuities and survivors benefits; a minimum of two years local authority service is required for pension. 2025 pension rates and thresholds Local Government Superannuation Scheme members €0€34,500: 0% €34,500€60,000: 10% Over €60,000: 10.5% Single Public Service Pension Scheme members €0€34,500: 0% €34,500€60,000: 3.33% Over €60,000: 3.5% Retirement age New entrants (per Public Service Superannuation (Miscellaneous Provisions) Act 2004) have no mandatory retirement age and a maximum retirement age of 70 under the Public Service Pensions (Single Scheme and Other Provisions) Act 2012. Non-new entrants generally have a compulsory retirement age of 65 or as set by circulars; staff may be referred to a medical advisor to assess fitness for duty. Incentivised Scheme for Early Retirement (ISER) Retirees under ISER (Department of Finance Circular 12/09) are debarred from applying for roles in the same employment or sector and therefore may not apply.
