Grade VII - Regional Health and Safety Advisor

Location: The successful candidate will be based at a Tusla office in the Dublin-Midlands Region, with flexibility regarding the specific office, subject to availability. The role covers the entire Dublin Midlands region, with occasional travel across the 26 counties of Ireland. Regular attendance at meetings at Tusla HQ, Brunel Building, Heuston South Quarter, Kilmainham, Dublin 8, D08 X01F, or other designated locations is required. The candidate can apply for the Tusla Blended Working Scheme, allowing up to two days of remote work per week, subject to scheme criteria. Job Summary

The Child and Family Agency, established on 1st January 2014, is responsible for statutory functions including child protection, alternative care, regulatory services, and family support. The agency is undergoing a major improvement program focusing on Practice, Culture, and Structure. It manages a budget of approximately €1.2 billion and employs over 5,500 staff across 259 locations nationwide.

Job Objectives

Main Duties and Responsibilities

* Establish and maintain a robust Regional Health and Safety Management System compliant with legal and other requirements.
* Create policies, procedures, and safe systems of work to ensure a safe workplace environment.
* Ensure adherence to health and safety policies through regular review, updates, and effective communication.
* Advise management and staff on safety, health, and welfare matters in line with current legal standards and best practices.
* Ensure statutory obligations related to health, safety, and welfare are met.
* Develop procedures for monitoring and reviewing health and safety management, including audits and reviews.
* Oversee the completion of site-specific Safety Statements and risk assessments, ensuring they are regularly reviewed.
* Support incident reporting, investigation, and reporting processes.
* Conduct workplace safety inspections and audits, and support corrective actions.
* Collaborate with internal stakeholders to manage risks and develop health and safety strategies.
* Coordinate with the Estates department regarding maintenance, inspections, and testing at workplaces.
* Implement health and safety training programs and maintain training records.
* Liaise with external health and safety consultants as needed.
* Establish and lead a Regional Health and Safety Committee.
* Stay updated on relevant legislation and communicate changes to regional staff.
* Report to the National Health and Safety Manager and participate in relevant meetings.
* Promote a strong health and safety culture within the region.
* Work with the national Health and Safety team and external regulatory authorities.
* Ensure effective document management and retention processes.


Staff Management

* Manage daily activities of team members.
* Provide guidance and support to stakeholders.
* Participate in recruitment, retention, and staff development.
* Encourage continuous professional development and adapt to policy changes.
* Promote teamwork and diversity.
* Maintain staff records in line with policies.


Health & Safety Compliance

Comply with policies, procedures, and legislation, and support sustainability initiatives.

Skills Requirements

* Level 8 qualification or equivalent in occupational health and safety.
* Expert knowledge of health and safety legislation, standards, and guidance.
* At least 3 years of experience in a complex, multi-site organization.
* Experience in establishing a health and safety management system.
* Management skills and suitability for the role.
