Context
We currently have an opportunity for an experienced Design Manager to join our growing engineering practice. This position within our Engineering Management team will suit a committed and ambitious engineer who can demonstrate strong leadership and interpersonal skills, combined with commercial awareness and the ability to play their part in growing a dynamic high-performance team.
Responsibilities
Oversee any Tender Design activities required for the production of fully integrated Tender Designs, developed to a sufficient level of detail and definition for the procurement of the Design and Build Contractors.
Coordinate and manage design inputs across a broad range of technical disciplines including civil, structural, environmental, and Intelligent Transport Systems engineering.
Lead within the sub-functional area, performance managing personnel, and driving a high performance culture.
Maintain a resourcing plan and oversee efficient and effective task delivery.
Establish, implement and maintain the project plan, forecasts, cost and revenue budgets.
Manage and document all fee, programme and scope changes.
Deliver all specified project outcomes on time, within budget and to the client’s specifications.
Coordinate between design and construction teams to ensure timely flow of design information.
Maintain good relationships with all external parties to enhance the reputation of the company.
Implement systems and procedures to maintain a cost‑effective, high‑quality, safe and environmentally responsible approach to design, construction, commissioning and other activities on relevant projects, compliant with all relevant legislation.
Monitor progress of design development against programmes and budgets.
Develop and maintain resource allocation plans against allocated projects.
Liaise with other Design Managers to balance resources across the portfolio.
Apply project controls and procedures to allocated projects.
Apply risk assessment techniques and HAZOP analysis to all projects and ensure environmental aspects are managed in accordance with Environmental Policy.
Liaise with construction and procurement teams to ensure design timescales satisfy overall delivery objectives.
Support the Bid Manager with all aspects of Tender Preparation.
Support the construction teams at all stages of the construction process.
Develop and review design‑management documentation and ensure its correct use and application.
Prepare monthly progress reports and chair design progress meetings.
Support Stakeholder Management teams.
Implement effective, value for money and innovative design delivery solutions to meet project requirements.
Progress projects through preliminary and detailed design with emphasis on client requirements, value for money and innovation.
Liaise with clients and ensure their requirements are effectively communicated to the team.
Liaise with and coordinate UK and overseas multi‑disciplinary design teams.
Ensure compliance with relevant health, safety and environmental legislation.
Supervise team members including all APMs, Graduates and Apprentices.
Assist with contract preparation together with project planning and programming.
Project administration including monitoring programme delivery, resources and budgets.
Effective management of and response to project related correspondence.
Support procurement in the appointment of contractors as and when required.
Checks to ensure compliance with the Integrated Management System and assist in its development.
Implement effective, value for money and innovative design solutions to meet technical and project requirements.
Ensure project requirements are effectively communicated to the team.
Assist and support the Engineering Manager where required.
Oversee the development and delivery of detailed designs, including design drawings (including 3D designs where applicable) for development projects.
Qualifications and Experience
Demonstrable experience in tender design management and leading design across the project lifecycle for high value road and/or infrastructure projects of similar scale and complexity.
Experience in overseeing the delivery of detailed designs including 3D designs for development projects.
Familiarity with all aspects of development infrastructure from strategic appraisal through to construction.
Proficiency in industry‑standard software models such as Microdrainage, Infodrainage, AutoCAD, Civil 3D.
Experience with flood risk assessments, Section 50 applications and Sustainable Urban Drainage Systems.
Experience in a multi‑disciplinary design team with strong communication across architects, clients, and planning consultants.
Experience with road and pavement design including knowledge of DMURS and TII guidelines, especially for cycle tracks and footpaths.
Stakeholder management skills, supporting process improvement and project delivery/reporting.
Knowledge of design and delivery requirements for technically complex projects in the architectural, engineering or construction sectors.
Quality management and process improvement practices, particularly in the construction sector.
Managing and documenting all fee, programme and scope changes.
Delivering all specified project outcomes on time and within budget.
Managing high‑performing staff/teams, performance management, resource planning, and embedding continuous improvement.
Overseeing coordination between design and construction teams to ensure timely flow of design information.
Bachelor’s degree in civil engineering (or equivalent).
Safepass accreditation is desirable.
Chartered Civil Engineer & Member of a relevant engineering professional institution (e.g., IEI, ICE or equivalent) is desirable.
