The Role:
The Health, Safety, Quality, (HSQ) function within GNI is responsible for safety policy, quality assurance and compliance across all areas of the business. Reporting to the Senior Pipeline Safety Engineer, the Planning Engineer will have responsibility for managing the provision of GIS data to third parties, analysing and reporting on that data, reviewing planning applications and supporting the implementation of third party damage prevention strategy initiatives, They will also assist with development and rollout of Gas Networks Ireland Process Safety initiatives as required and assist the Senior Pipeline Safety Engineer in doing so. The role requires a proactive approach to Health and Safety, encouraging and coaching the wider organisation whilst promoting a positive safety culture.
Duties and Responsibilities:
• Manage gas transmission, strategic mains and other critical activity enquiries received to GNI through email inboxes and telephone services, supporting the timely and adequate response to these enquiries.
• Manage the process for provision of GIS data to third parties, including provision of quarterly updates to existing approved recipients, and assessment and management of new requests.
• Source data and load into GIS, building functionality where required for reporting purposes.
• Review and analyse the National Planning Application Database (NPAD) and An Bord Pleanála (ABP) databases to determine the location of any new developments in the vicinity of Gas Networks Ireland’s infrastructure, analysing and reporting on those developments.
• Respond to planning applications which interact with the GNI infrastructure. This includes both email and hard copy applications.
• Support communication with developers who are planning to complete works in the vicinity of GNI infrastructure.
• Actively participate in review group meetings as required.
• Complete audits of GNI data share recipients on an agreed frequency.
• Ensure that required policies are in place and regularly reviewed to define the process for the provision of GIS data to third parties.
• Support the co-ordination and implementation of third party damage prevention strategy initiatives.
• Measure and analyse third party damage prevention performance and identify areas for improvement.
• Make GIS changes/updates when required (i.e. addition of new objects).
• Provide GIS technical expertise to HSQ colleagues where required.
• Develop and manage relationships with key internal and external stakeholders.
• Other duties as assigned.
Knowledge, Skills and Experience:
• Proven technical competence is essential – Engineering degree or relevant third level qualification or equivalent, and 3 to 5 years relevant experience.
• Knowledge of GIS systems and ability to co-ordinate all aspects of GIS related asset data.
• Proficient in reading maps and interpreting drawings.
• Proficient in MS Excel.
• Excellent analytical skills coupled with ability to identify and analyse problems and potential improvements, and propose and implement solutions.
• Strong quality orientation and attention to detail.
• Excellent communication (written and oral) and interpersonal skills.
• Proven ability to create and develop good working relationships to facilitate the accomplishment of work goals, coupled with the ability to gain commitment from others.
• Experience with identifying improvement opportunities, generating ideas and implementing solutions.
• Ability to set own and others high standards of performance and delivering desired results.
