Position Summary:

Reporting to the Radiology Services and Business Manager, the Quality Clinical Specialist Radiographer will assist in the delivery of an efficient, effective and quality radiography service. This will be achieved in conjunction with the RSBM, RSMI and the IIRCD Management Team.

The Quality Clinical Specialist Radiographer will be responsible for the development and oversight of targeted improvement initiatives. They will ensure that incidents and near misses are reported and acted upon. They will take a lead role in the establishment, upkeep and dissemination of relevant PPPG's. They will develop mechanisms to implement and monitor the HIQA National Standards for Safer Better Healthcare. The post holder will be required to support the RSM I/RSBM in the recruitment, rostering and management of Radiographers and relevant support staff within the department as well as creating and promoting healthy working relationships. They may be required to deputies for the RSMI.

The ability to manage in a rapidly changing environment and the willingness to undertake additional duties as may be assigned from time to time are essential.


Responsibilities


Principal Duties and Responsibilities:

Quality Assurance:

* Developing mechanisms to implement and monitor the HIQA National Standards for Safer Better Healthcare in conjunction with the RSMI/RSBM.
* Co-ordinate the creation, upkeep and dissemination of hospital PPPG's
* Develop and oversee targeted improvement initiatives as agreed with the RSBM.
* Review and make recommendations in conjunction with the RSBM on all quality, risk and patient safety concerns.
* Lead and support the patient experience agenda at a local level.
* Ensure that all hospital policies on infection control, health and safety, dignity at work etc are understood and complied with by all Radiographers. Ensure that all departmental protocols and procedures are adhered to by performing/ coordinating regular audits.
* Maintain good collaborative working relationships and communications with appropriate statutory, professional and voluntary organisation responsible for and/or participating in health care.
* Maintain a good collaborative working relationship with the RSO and support them on various projects as outlined by the RPU/RSBM.
* Ensure that all staff mandatory training is complete and up to date in line with hospital guidelines. These include hygiene and infection control training, radiation safety, manual handling, fire training and basic life support. Create a monthly report on mandatory training to be circulated to the radiology management team each month.
* The Quality CSR will co-chair the Quality Improvement Project (QIP) Team with the RSO. This group will be tasked with engaging with the CSR/RSM team and identifying QIPs across the department and supporting our senior staff in undertaking these QIPs in conjunction with Basic grade radiographers. There will be a monthly report out QIP presentation by the project team in the Wednesday 8:30-9am slot.
* Ensure training manuals and programs are up to date in all areas within Radiology to ensure the optimum and effective in-house training of all Radiographers through an efficient and standardised training program.

Clinical Operations:

* Maintain a calm and controlled style across all situations. Flexible during challenging times, despite setbacks and the pressure of the role. Instil pride and a common sense of purpose in the team.
* Motivate staff towards the provision of a quality service and demonstrate significant energy and enthusiasm for one's work and profession.
* In conjunction with the RSMI/RSBM supervise, manage and co-ordinate the work of Radiographers and relevant support staff in an efficient and effective manner, allocating staff according to service delivery needs. Complete weekly and daily Radiographer rosters in line with defined requirements.
* Liaise with the other Clinical Specialist Radiographers on operational matters
* Actively participate in facilitating continuing training, education and research activities for Radiographers.
* Use his/her professional expertise and management experience to understand and evaluate problems and demonstrate sound practical judgment and decisiveness.
* Work with the relevant Clinical Specialist Radiographers to ensure accurate records of equipment service, maintenance and performance as required and co-ordinate preventative maintenance schedules in accordance with clinical demand.
* Maintain up to date knowledge of clinical, technical and professional developments relating to Radiography.
* The successful candidate will maintain a clinical rotation in one or more clinical areas eg. CT, MRI, mammography, general X-ray (including portables and theatre), nuclear medicine, interventional radiology and ultrasound. This rotation will normally be 2 weeks in clinical and 2 weeks in the Quality CSR post each month but could vary based on service needs.

Personnel:

* Participate as required in Human Resource planning, recruitment, selection, induction and probation of Radiographers. Ensure that all Hospital PPPGs in relation to these are complied with.
* Ensure the optimum and effective use of Radiographers through efficient rostering, skill/grade mix planning, work load measurement and staff deployment, including cover for emergency service, working closely with the RSBM (and/or designate) in order to achieve this.
* Promote and maintain a safe environment for all staff.
* In conjunction with the RSM I/RSBM and other Clinical Specialists Radiographers ensure the appropriate support is afforded to undergraduate and postgraduate students.
* Work with the RSMI and Clinical Specialist Radiographers to facilitate the rotation and training of staff in order to maintain optimum skill mix and to allow for Continual Professional Development of Radiographers.
* Participate as required in staff development and individual performance review process and foster a high level of morale among staff by effective motivation and communication.
* In conjunction with the RSBM ensure any Human Resource issues are resolved as efficiently and effectively as possible. Work closely with individuals involved in incidents, injuries, complaints etc. to ensure situations are resolved as effectively as possible. Maintain accurate comprehensive records of all actions taken etc.

Note: The responsibilities identified in this job description are not exhaustive but describe the generic areas of work in relation to the post of Clinical Specialist Radiographer – (Quality and Safety) and will form the basis of objectives to be agreed with the Radiography Service Manager III.


Qualifications


Selection Criteria:

Selection criteria outline the qualifications, skills, knowledge and/or experience that the successful candidate would need to demonstrate for successful discharge of the responsibilities of the post.

Applications will be assessed on the basis of how well candidates satisfy these criteria.

Mandatory:

1. Statutory Registration, Professional Qualifications, Experience, etc.

(a) Candidates for appointment must:

(i) Be registered, or be eligible for registration, on the Radiography Division of the

Radiographers Register maintained by the Radiographers Registration Board at CORU.

AND

(ii) Have not less than 6 years full time (or an aggregate of 6 years full time) post qualification clinical experience.

AND

(iii) Possess a recognised postgraduate course in Radiology as recognised by the IIRRT and have no less than 4 years practical clinical experience working in a speciality. Practical clinical experience will include time assigned to work in the relevant specialist area but needs

to comply with the following breakdown:

· Pre commencement of a postgraduate course (maximum of 1 year* allowed);

· Time spent completing the post graduate course (maximum of 1 year** allowed);

· A minimum of 2 years experience* following completion of a postgraduate course.

*A minimum of 12 weeks assigned to work in the relevant specialised area will be required for each relevant year to be counted.

**The research component of a postgraduate programme will count towards the post course time once the Radiographer has successfully completed the taught components of the programme.

AND

(iv) Requisite Knowledge & Ability

Possess the requisite knowledge and ability (including a high standard of suitability,

management, leadership and professional ability) for the proper discharge of the duties of the office.

AND

(v) Provide proof of Statutory Registration on the Radiography Division of the Radiographers Register maintained by the Radiographers Registration Board at CORU before a contract of employment can be issued.

2. Annual registration

(i) On appointment practitioners must maintain annual registration on the relevant division

of the Radiographers Register maintained by the Radiographers Registration Board at CORU.

AND

(ii) Practitioners must confirm annual registration with CORU to the HSE by way of the annual Patient Safety Assurance Certificate (PSAC).

Desirable:


• Experience in the supervision of staff


• Basic life support
