The Head of Quality, Risk Management and Safety will lead the development and implementation of quality and risk management systems, ensuring compliance, accreditation, and continuous improvement. The initial focus will be on enhancing Clinical Support Services including assessment and intervention services for people with disabilities and/or neurodevelopmental conditions and their families, while fostering a culture of learning and excellence across the organisation.

As the service develop's, the Head of Quality, Risk Management and Safety may be assigned management responsibility for relevant staff, including for example Occupational Health and Safety, Service auditors etc.
Scope of Responsibilities (primary deliverables expected of the role)
Key Responsibilities of Role:
Governance and Compliance
* In the context of organisational frameworks, to co-ordinate and monitor the organisation's corporate and clinical governance frameworks, ensuring they adhere to all legal, regulatory and contractual obligations and implemented accordingly.
* Develop and manage the organisations policy framework and legal register, ensuring all policies are current, compliant with legal and regulatory standards and effectively communicated and deployed.
* Establish and co-ordinate the quality and risk governance structures including the quality and risk committee, relevant sub committees and reporting.
* Develop and oversee Constellation's audit policy and audit programme, ensuring all assigned audits are completed, recorded in a centralised system, and that resulting actions are implemented and reported to the Director of Operations and Senior Leadership Team.
* Support the organisation in preparing for any external registration, inspections, audits or accreditation requirements.
Risk Management
* Develop and implement the organisations Risk Management Policy and Framework.
* Implement and oversee a risk registration system that supports proactive identification and mitigation of risks.
* Responsible for developing and maintaining a health and safety management system to ensure workplace health and safety and compliance.
* Oversee the Incident Management Policy to ensure timely reporting, tracking, management of and organisation learning from Incidents and near misses.
* Develop and co-ordinate a Serious Incident Reporting and Management process and ensure organisation wide contingency and continuity plans are in place to address major incidents and business disruptions.
* Oversee the legal claims process and ensure and efficient management and learning, making recommendations for change if required.
Culture

* To foster a culture of accountability, learning and awareness by ensuring all employees understand and comply with the organisation's policies, governance structures, and clinical frameworks through ongoing education, training, and communication initiatives.

Safe Guarding
* Ensure organisational compliance with Children First Act 2015 and Safeguarding Vulnerable Persons Policies by developing and monitoring policies, risk assessment processes, employee training, and overseeing reporting procedures to protect children and adults at risk.
Information Management
* Provide reports to Director of Operations, leadership teams, quality and safety committees on health and safety performance, compliance status, incident trends, and progress on corrective actions.
* Act as the organisational lead for data and information management, ensuring GDPR compliance and robust data governance.
* Establish a process for the secure handling, storage, and data protection of client clinical and medical records, including assessments and reports.
* Collaborate with and manage relationship with the organisation's Data Protection Officer.
Quality Improvement
* Lead the development and execution of the organisation-wide Quality Assurance and Performance Improvement Plan
* Lead the implementation and ongoing management of digital Quality & Safety reporting systems, ensuring organisation-wide adoption, compliance, and continuous improvement through effective training and engagement.
* Oversee Complaints Management Process and ensure effective and timely management of complaints and compliance with our contractual obligations.
* Report on KPIs and quality metrics to senior management and governance committees
Management
* Assist with essential resource planning as the organisation scales and assume management of employees if assigned to the Quality and Risk team.
* As a member of the senior leadership team, actively support the Directors and leadership team in the Managers and governance of Constellation.
* +Participate in investigation of incidents and untoward clinical incidents as requested by the Director of Operations.

* Relevant degree or professional registration / education.
Preferred Education
* Relevant post graduate qualification or professional registration / education.
Experience required
* Minimum 5 years' experience in a quality, compliance, or risk management role within relevant services. Constellation may also consider applications from persons who while not holding the specific requirements listed, present evidence of qualifications and/or experience which demonstrates capability to achieve the purpose of this position.
