Job Title: Director of Nursing The need to create a robust, committed, data driven and results focused corporate executive with clear mandate and deliverable objectives; The need to decentralise authority with associated responsibility and accountability for services to designated accountable authorities through the reporting structure, including the nursing structure and clinical directorates.
The organisational structure reflects arrangements for nursing services that are integrated within the Operations of the hospital and integrated into Clinical Directorates and specific units/wards.
As a key member of the Executive Management Team, the post holder will be expected to lead the Nursing Directorate in the overall function and operations of the hospital and lead on the implementation of Integrated Care as part of the Government's Health Reform Programme.
Purpose of the role: Act as a professional and clinical accountable leader in the development of nursing practice and standards to ensure that patients, their relatives and carers have a positive experience when assessing and receiving care/services from the hospital.
To provide Executive leadership and strategic direction to Nursing and Healthcare assistants.
Executive lead with responsibility for implementation of Integrated Care between the acute hospital and the RHA/IHA in line with Sláintecare policy.
Executive lead on the delivery of quality and patient safety, clinical effectiveness and patient experience, including the management of complaints, concerns and patient advocacy, leading on an ongoing continuous quality improvement programme.
Contribute to strategic developments including new service developments and infrastructural planning and improvements, ensuring that high quality patient care is as the forefront.
To act for and represent the Chief Executive and hospital with all stakeholders on the assigned areas of responsibility and accountability.
Provide assurance to the EMT and Hospital board on the standard of care delivered Key Duties and Responsibilities Provision of inspirational, dynamic, professional management and leadership, ensuring compliance with statutory regulation and supervision for all Nurses and staff groups to whom aspects of nursing care are delegated such as healthcare assistants Implement and continuously develop nursing professional and healthcare assistants' policies, standards and quality provisions at the hospital.
Maintain personal currency in all areas and matters pertaining to the profession of nursing and to lead change and innovation within the hospital in this regard.
Liaise and collaborate with Trinity College Dublin in the strategic development of Tallaght University Hospital as a leader in the provision of undergraduate and postgraduate nursing education.
Serve as a member of the Executive Team, responsible for implementation of the Hospital Strategy ************) across six pillars.
Act as executive lead for Pillar 2 Integrated Care, working in collaboration with the RHA, to drive its successful implementation Provide strategic oversight and leadership in the delivery of the hospital Nursing Strategy *********.
Provide data driven assurances to the EMT on the standard of care, with a strong emphasis on continuous review, quality improvement and the achievement of agreed standards.
Lead ongoing evaluation and ensure compliance through robust performance based data.
Represent the Hospital at regional, national and international levels on professional nursing matters, fostering partnerships and promoting the sharing of best practice.
Executive Lead on the development of high quality care programmes in care, supported by the Quality manager, including initiatives relating to patient experience, nursing outcomes measurement, patient advocacy, and community engagement.
Executive Lead on the rollout of Quality acting as a conduit for these insights through the use of evidence based outcome data (including nursing metrics), patient feedback and compelling narrative.
Provide executive leadership and governance oversight on the Infection Prevention and Control Nursing team, including chairing infection outbreak meetings as required.
Oversee and ensure the effective management of complaints and patient advocacy, promoting a learning culture where feedback drives quality improvement and helps reduce future complaints.
Ensuring appropriate governance forum is in place to monitor identified learning needs, support action completion and provide with ongoing audit assurance through data driven performance indicators.
Contribute actively as a member of the Executive Management Team, supporting the strategic leadership and operational management of the hospital.
Nursing Services Work collaboratively with the Chief Operating Officer to ensure the delivery of services that are fit for purpose aligned to organisation and patients' needs and compliant with relevant Quality Performance Indicators Ensure management processes are in place for the out of hours site management service services and the wider nursing administration function, safeguarding hospital safety at all times.
Manage the budget for directly supervised functions and work closely with with the Director of Finance to implement data driven strong financial controls and savings plans Monitor and evaluate the utilisation of nursing resources, through robust data analysis, reporting trends and performance to the Executive Management Team of trends and ensuring compliance with the Hospital's financial regulations and procedures Develop key performance indicator and control reports for nursing services across the hospital, supporting hospital wide key performance targets and providing assurance to EMT on the quality and delivery of care.
Integrated Care As applicable to the service developments in the Hospital linked to integrated care, you will be required to: Lead on co-design and delivery of integrated care models for all specialties and supporting services Quantify the benefit of these models in terms of improved access and quality of care using a suite of performance metrics Provide executive leadership on service evaluation and patients/service user/community perspectives in providing high quality patient/service user care Corporate Governance providing motivational leadership and a clear strategic vision and direction for nurses working across the health and social care community Lead the nursing management team responsible in implementing patient flow processes aligned to the patient journey policy, ensuring patient safety and overall hospital safety.
Respond proactively to patient access demands through distributive leadership and ongoing performance measurment across all stages of the patients' journey Participate in in the Senior Executive on Call roster, providing executive leadership to ensure safe hospital operations out of hours, including attending onsite when necessary, to maintain oversight of the safety of the hospital at all times.
Undertake any other additional duties or assume responsibility for additional functions and areas as may be assigned from time to time by the Chief Executive Officer.
Education, Training and Development responsibilities Manage nursing professional standards through a strong governance framework and in accordance with regulatory requirements and ensuring the Hospital complies with the statutory supervision of nurses.
The Director of Nursing and Integrated Care works closely with the Head of Learning and Development, TUH.
Responsibility for the Nurse Practice Development Department and relationships with the University of Dublin, Trinity College / Office of the Nursing and Midwifery Services Directorate, HSE) /Department of Health on undergraduate and postgraduate programmes.
