Job Summary:
Reporting to the Project Manager.
The Civils Supervisor will be responsible for the day-to-day supervision, coordination and delivery of civil works on public lighting and utility projects.
Acting as the key operational link between clients, project managers, civils crews, subcontractors and Electric Skyline personnel, the Civils Supervisor ensures all works are carried out safely, efficiently, and in accordance with regulatory, client and company standards.
The role will include oversight of both capital and maintenance works, with a strong focus on ensuring compliance, safe work practices, and high-quality reinstatement and workmanship throughout all project stages.
Responsibilities:
Supervise on-site civils crews and subcontractors to deliver public lighting works safely, on time, and to high-quality standards.
Oversee all civils activities: excavation, ducting, trenching, column installation, foundations, and reinstatement per Purple Book and local authority standards.
Ensure safe practices around live utilities and public lighting infrastructure.
Act as primary on-site contact for clients, residents, and stakeholders; manage scopes, resolve issues, and coordinate permits and approvals.
Liaise with project managers on progress, risks, resources, and variations.
Issue wayleaves and advance notices; maintain accurate daily site records.
Conduct audits, safety checks, quality inspections, and toolbox talks; enforce Health & Safety compliance.
Monitor workmanship and reinstatement quality; coordinate plant, equipment, traffic management, and materials.
Support training and development of civils operatives.
Identify and resolve risks, delays, or conflicts proactively.

Education
Level 6/7 qualification in Civil Engineering or Construction, or equivalent relevant experience.

Formal training in site supervision or street works supervision to demonstrate competence in supervising works in line with legislation.
Certification in project management#
Purple Book Training
Previous supervisory experience within civil, utility, or public lighting sectors (e.g., water, power, telecoms, gas).
Strong knowledge of Health & Safety, reinstatement standards, and working around buried utilities.
Experience managing site crews and subcontractors.
Proven experience delivering works in accordance with Purple Book standards for trenching and reinstatement.
Experience with traffic management, road opening licences and utility coordination.
Experience interpreting service drawings, utility maps, public lighting drawings and civil design information.
