The Medical Council is seeking to recruit a Senior Executive Officer (SEO) within the Department.This role will support the implementation of the Council's Liaison Framework a key strategic initiative designed to strengthen compassion, fairness, trust, and wellbeing across all regulatory interactions.The post holder will work closely with the Head of Department and a team of Executive Officers to deliver high-quality, person-centred engagement and communication support to registrants, complainants, and stakeholders. The position will play a pivotal role in embedding a compassionate culture within the Council's regulatory processes.Key ResponsibilitiesReport to the Head of Liaison Services on all matters relating to departmental operations and performance.Lead the day-to-day coordination and supervision of the Liaison Team ensuring timely, accurate, and empathetic communication with all parties engaged in the regulatory process.Oversee and manage complex or escalated liaison cases, ensuring accurate, timely, and compassionate communication with all parties, and provide guidance or direct support to staff handling sensitive or high-impact matters.Manage liaison activities, ensuring clear, plain-English updates and high-quality correspondence, while simplifying and refining communication materials to promote compassionate and accessible language.Oversee the design and delivery of support initiatives, including the promotion of CAREhub and wellbeing resources for registrants, complainants, and staff.Coordinate and support the development of outreach and engagement activities in line with the national outreach model, including workshops, professional forums, and stakeholder engagement events.Ensure appropriate escalation and referral pathways are followed for distressed or vulnerable stakeholders in line with the Council's wellbeing and safety protocols.Assist the Head of Department in quarterly reporting to the Executive Leadership Team, collating performance metrics, feedback analysis, and learning outcomes.Support the department in maintaining compliance with all relevant policies, including data protection (GDPR), confidentiality, and ethical communication standards.Identify opportunities for process improvement within the Liaison Services and contribute to strategic planning and innovation.Perform any other duties as may be assigned from time to time.Essential CriteriaAt least three years' relevant experience in a communications, regulatory, or stakeholder-facing role, ideally within a public, professional, or healthcare environment.Proven ability to handle sensitive and complex matters with tact, empathy, and discretion.Strong written and verbal communication skills with experience in producing plain-English correspondence and reports.Demonstrated knowledge of wellbeing or engagement processes within regulatory or public service contexts.Excellent planning, coordination, and team management skills with an ability to manage competing priorities.Understanding of confidentiality, GDPR, and professional boundaries.Third-level qualification or equivalent (Level 7 NFQ or higher) in a relevant discipline such as public administration, psychology, health, social sciences, or communications.Essential CharacteristicsAbility to work independently, demonstrating initiative and sound judgement.Highly organised and detail-oriented in managing information and workflow.Empathetic and composed when dealing with individuals in distress or under stress.Excellent interpersonal skills and the ability to build collaborative relationships across teams and with external stakeholders.Strong problem-solving and analytical skills, with a focus on service improvement.Ability to adapt and respond effectively to changing demands in a complex regulatory environment.Demonstrates the core values of the Medical Council:CollaborationExcellenceAccountabilityTrustRespectDesirable CharacteristicsExperience in healthcare regulation, fitness to practise, or complaints management.Training or certification in trauma-informed communication, mental health first aid, or wellbeing support.Experience contributing to organisational culture change or public engagement programmes.Familiarity with plain-English writing principles and quality assurance processes for communication.Details of this AppointmentPosition Type:Permanent appointment - 6-month probation applies.Grade:Senior Executive Officer (SEO)Salary:Starting salary will be at€58,847, in line with the first point of the Senior Executive Officer pay scale.(If currently a serving civil or public servant, entry point may be higher based on existing salary.)Senior Executive Officer Pay Scale:€58,847 | €60,567 | €62,285 | €64,000 | €65,723 | €67,437 | €69,157 |€71,637 (LS1 -
