EU Regulatory Development Manager - VP
Barclays is looking for an experienced EU Regulatory Development Manager to support Corporate Banking across Barclays Bank Ireland and Barclays International Payments. The role involves horizon scanning, leading impact assessments, and providing regulatory thought‑leadership across European jurisdictions.
Purpose of the role
To assess the integrity and effectiveness of the bank’s internal control framework to support the mitigation of risk and protection of the bank’s operational, financial, and reputational risk.
Key Responsibilities
Conduct horizon scanning and lead impact assessments of EU regulatory developments for Corporate Banking.
Produce detailed impact assessments covering all products, coverage, and supporting functional areas.
Collaborate with business, risk, compliance, and technology teams to deliver regulatory outcomes and implement control requirements.
Identify and investigate potential weaknesses and issues within internal controls, promoting continuous improvement.
Develop reports on key findings, including control weaknesses and recommendations to senior management.
Execute reviews to determine effectiveness of the bank’s internal controls framework, aligned to policies, regulation, and best practice.
Implement adherence to the Barclays Controls Framework and set appropriate methodology for assessing controls.
Advise stakeholders on functional and cross‑functional impact and alignment.
Qualifications
Proven experience interpreting and applying pan‑EU and/or in‑country regulatory developments.
Deep technical expertise across regulatory subject matter relevant to Transaction Banking, Wholesale Lending, and UK & International Corporate Banking.
Track record of conducting regulatory or technical analysis, including assessment of compliance obligations and control requirements.
Strong collaboration skills with key stakeholders across business, risk, compliance, and technology.
Commercial and technical understanding of Transaction Banking and Wholesale Lending products.

Location & Working Arrangements
Based in Dublin, with a hybrid model of working a minimum of 2 days per week in the office.
Salary
€75,000–€80,000 per annum.
