QHSSE Manager (Quality, Health, Safety, Security & Environment)
We have an exciting opportunity for a QHSSE Manager to join our team in Dublin.
Responsibilities
Lead and manage all QHSSE activities across the organisation
Ensure compliance with relevant legislation, ISO standards, and company policies
Promote a strong safety culture and continuous improvement mindset
Provide expert advice and guidance to internal teams and external stakeholders
Develop, implement, and maintain QHSSE policies, procedures, and systems
Key Activities
Quality
Maintain and develop the Quality Management System in line with ISO 9001
Lead internal and external audits, ensuring non-conformances are addressed and closed out
Drive continuous improvement initiatives across projects, services, and processes
Health & Safety
Ensure compliance with Irish Health & Safety legislation and codes of practice
Conduct risk assessments, site inspections, and incident investigations
Provide training and guidance on safe systems of work
Security
Oversee compliance with physical and information security requirements
Support ISO 27001 implementation and adherence
Conduct security risk assessments and liaise with Data Protection partners
Environment
Maintain compliance with ISO 14001 Environmental Management standards
Develop and implement sustainability and environmental improvement initiatives
Monitor and report on environmental performance
PSCS (Project Supervisor Construction Stage)
Undertake PSCS duties for Transport Infrastructure Ireland (TII), Dublin City Council (DCC), and other client projects
Maintain TII-approved PSCS status and advise clients on competent designers and contractors
Manage statutory notifications to the HSA and coordinate design, planning, and construction activities in line with H&S requirements
Manage pre-construction information and ensure effective communication across stakeholders
Review construction phase plans and welfare arrangements; produce and maintain Health & Safety files for completed projects
Develop and maintain PSCS procedures, documentation, and standards; monitor and respond to client feedback related to PSCS activities
Profile
Essential
Degree or Diploma in Occupational Health & Safety, Environmental Science, Quality Management, or a related field (or equivalent)
5–10 years’ experience in a similar role
Strong knowledge of Irish Health & Safety legislation and ISO management systems
Proven experience delivering PSCS responsibilities
Desirable
NEBOSH certification and/or IOSH Chartered status (or working towards)
Auditor certification (ISO 9001 / 14001 / 45001 / 27001)
Experience in Information Security Management Systems
Design experience within the construction sector
