Reports to:
Programme Manager

1. Role Overview

The Scaling Manager will support the delivery of The Mill's 3-year Sustainable Scaling Programme, working directly with SMEs to help them achieve their scaling milestones in a commercially ambitious and environmentally sustainable way.

The role focuses on hands-on company support, coordination of scaling and sustainability labs, stakeholder engagement, and ensuring participants achieve their KPIs.

2. Key Responsibilities

A. SME Guidance & Scaling Support

* Act as the primary liaison for participating SMEs.
* Conduct onboarding, baseline diagnostics, and regular progress check-ins.
* Support companies in implementing scaling and sustainability actions.
* Coordinate mentoring allocation and peer-to-peer development groups.

B. Programme Delivery

* Coordinate in-person Scaling Labs across Years 1–3
* Delivery of the Scaling Labs in Years 2 & 3 (9 labs per year)
* Support annual Sustainability Labs, ESG
* Health Checks, and Continuous Professional Development sessions.
* Manage touchpoints for leadership development across all three years.
* Assist with annual impact reviews and KPI reporting.

C. Stakeholder & Regional Engagement

* Support regional roadshows and bi-annual on-site company visits
* Liaise with EI, LEOs, Skillnet Innovation Exchange, and regional partners.
* Facilitate collaboration between start-ups, scaling SMEs, micro-enterprises, and MNCs.
* Engage directly with founders and C-suite teams to support progress and identify challenges.
* Work with the Market & Events Manager to develop case studies, success stories, and communications output.
* Collaborate with educational partners to develop micro-credentials that generate additional revenue streams for the programme.

D. Bi-Annual Company Visits

* Conduct bi-annual, on-site visits to each participating SME.
* Interview founders and leadership teams to assess progress against programme KPIs.
* Identify barriers, opportunities and priority actions to accelerate sustainable scaling.
* Support implementation of positive change based on Scaling and Sustainability roadmaps.
* Produce follow-up action notes and monitor commitments.

E. Reporting & Impact

* Maintain accurate KPI tracking for all SME participants.
* Provide structured monthly updates to the Programme Manager.
* Contribute to the Final Impact Report in Year 3.

3. Required Skills & Experience

Essential

* Minimum 5 years' experience in business advisory, enterprise development, consulting, or scaling support.
* Strong understanding of SME growth challenges (finance, HR, leadership, digitalisation, sustainability).
* Proven ability to influence and engage effectively at C-suite level.
* Experience facilitating workshops, mentoring networks, or structured learning programmes.
* Excellent stakeholder engagement and relationship-building skills.
* Strong reporting, organisational, and project management capabilities.
* Comfortable with regional travel.

Desirable

* Business scaling experience and/or experience as a business owner
* Experience in ESG, sustainability planning, or carbon reporting.
* Knowledge of digital transformation and export-readiness supports.
* Background with accelerators, incubators, or scaling programmes.
* Experience in financial capability, M&A, succession or exit planning.

5. Programme Milestones Supported

* SME recruitment, onboarding, and diagnostics (Pre-Launch).
* Scaling and Sustainability Labs (Years 1–3).
* Bi-annual on-site SME visits and continuous support.
* Annual impact reviews and Year 3 Final Impact Report.

About the BASSE Programme

The BASSE Sustainable Scaling Programme is a new 3-year regional initiative led by The Mill Enterprise Hub to accelerate the growth of SMEs across Louth, Meath, Cavan and Monaghan. The programme supports ambitious companies to scale in a commercially focused and environmentally sustainable way, combining structured Scaling Labs, Sustainability Labs, ESG health checks, leadership development, peer mentoring, financial capability supports, and specialist advisory input.

Delivered in partnership with national enterprise agencies, sector experts and regional stakeholders, BASSE provides a comprehensive framework for SMEs to build resilience, strengthen competitiveness, adopt sustainable practices and unlock new market opportunities. The programme also incorporates bi-annual company visits, tailored mentoring, micro-credential development with educational partners and innovation challenges through Skillnet Innovation Exchange.

BASSE aims to enhance innovation, job creation, export readiness and long-term environmental performance across the region, while building stronger cross-sector value chains and collaboration networks
